Description
Solicitation Number: 140R4019Q0016 Remote Sensing Data, Upper Green River Basin The Bureau of Reclamation, Upper Colorado Region, anticipates a requirement to procure the following services: Evaluate and report on existing and new data to determine evapotranspiration (ET) of irrigated lands in the Upper Green River Basin in the State of Wyoming. The objective of this procurement is to acquire services to assess remote sensed data covering the Upper Green River for at least two irrigation seasons of the 2011 to 2020 water years, to determine consumptive use of water in that drainage. The work required under the contract is part of the overall Colorado River Compact Administration Program s Consumptive Use Determination Plan as developed by the Wyoming State Engineer s Office (SEO). The overall goal of that plan is to develop, implement, and refine a comprehensive and efficient water use monitoring program in the Colorado River basin in Wyoming. Since this is follow-on work to that previously performed using Mapping EvapoTranspiration using high Resolution and Internalized Calibration (METRIC) modeling, that modeling process will be required for this work to provide data consistency. Further, the contractor will use a Python-based tool set (e.g. pyMETRIC developed at Desert Research Institute (DRI) to afford comparability and interaction with the SEO s in-house processes). Offerors will be required to show they have experience with or appropriate resources to apply the METRIC modeling process and utilizing the Python-based tool set. This requirement will be for 7 Sub-basins in the Upper Green River Basin of Wyoming. It will require access and utilization of Satellite Paths 35,36, and 37. Vendors will be required to provide: Project Administration and Coordination, Evaluate and Refine Completed Baseline Data, Perform Image Processing to Assess Evapotranspiration of Irrigated Parcels, Complete Evapotranspiration Data Summary and Assessment, and Provide Final Project Report. Vendors shall perform the work in their own facilities and reports shall be deliverable to the Upper Colorado Regional Office upon completion of the requirement. Vendors shall have until June 30, 2021 to complete work under this requirement. This solicitation shall be issued under NAICS: 541690 with a small business size standard of $15 Million. It is anticipated that there will be two or more small businesses which can fulfill this requirement under FAR 19.502(b) and therefore this will be set-aside for small business. This requirement is to be procured in accordance with FAR 12 and 13 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Quotes. The Government reserves the right to award with or without discussions. The complete specifications will be defined in the solicitation documents. It is anticipated that the full solicitation package will be issued on or about April 9, 2019 and the full solicitation package will be available at www.fbo.gov or www.fedconnect.net.
