Description
Notice of Intent: As part of the terms of a lease agreement, the USDA, ARS, SEA intends to award a sole source procurement to Farm Air Inc., 11220 E Bricker Hwy, Astoria, IL 61501-8882. As the owner of the leased aircraft it is Farm Air's intent to have Covington Aircraft, Turbine Division, Airport Rd. HGR 600, Okmulgee, OK 74447 complete this repair. This is for the replacement of a failed engine of Air Tractor 402B with an overhauled PT6A-34 engine. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. Specifically, this particular service is required: (1) overhauled engine must contain Pratt & Whitney parts, (2) overhauled engine has zero time since overhaul, (3) vendor installs engine in aircraft, (4) vendor checks engine after installation to determine if it is working properly, and (5) vendor must provide a comprehensive and easy to understand warranty for the overhauled engine, its parts, and installation.. To meet the research project initiatives, the aircraft must be repaired by May 1, 2019. The Government intends to award a firm fixed price Purchase Order on or about April 15, 2019, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 1:00 pm, cst, April 12, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement.
