Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The National Institutes of Health (NIH) intends to negotiate a contract on a sole source basis with Celmer and Associates, Ringwood, NJ. The purpose of the contract is to obtain a variety of management consulting services, specifically, strategic planning, team building, staff training, and customer service development to NIH's Division of Veterinary Resources (DVR) in support of its long-term strategic planning and employee development processes. Primary activities will focus on aiding DVR's Leadership Team and Advisory Committee as they work to chart a course for the Division's ongoing improvement. Secondary activities will focus on the development and delivery of customer service training, customer interactions, and process upgrades involving both supervisory and non-supervisory staff. Celmer and Associates through another subsisting contract has spent the past three years conducting interviews, reviewing and collecting management data that would be used to develop a unique strategic planning program for a seamless customer service experience across all business units. It is also expected that the data would be used to develop strategic plans aimed at identifying and making improvements to unsatisfactory performance. Because Celmer & Associates has already laid the foundation for this strategic planning initiative, working with any other contractor at this time would cause delays and would not be cost effective to the NIH.
