Sources Sought Note: This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15, Exchanges with Industry before Receipt of Proposal. This notice serves as a Sources Sought in support of market research and/or planning purposes only and does not constitute a solicitation. This notice is not a confirmation that the Government will contract for the items or services contained in the sources sought, nor is any commitment on the part of the Government to award a contract implied. This notice does NOT constitute an Invitation to Bid, a Request for Proposal, or a Request for Quote. The Government shall not pay and/or reimburse respondents and/or associates for any costs incurred to submit the requested information. All information received in response to this sources sought that is marked Proprietary will be handled accordingly. In accordance with FAR 15.201(c), response to this sources sought is not offers and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought is to seek capable and responsible sources interested in performing this service.   Responses will assist the Government with developing its acquisition strategy to include socio-economic set-asides.   If you believe there are ambiguities in the draft SOW, please identify them.   Note that the Government will not answer questions about this requirement at this time.   Please answer the questions below, send your brief capability narrative and draft SOW feedback, if ambiguities exist, to Contract Specialist Mr. Bradley Fasnacht at bradley.fasnacht2@va.gov no later than 1100 AM E.S.T. 12 April 2019. Please confirm that your firm s contract performance would be in compliance with the Limitations on Subcontracting as required by 13 CFR 125.6 and VAAR 852.219-74. Please indicate in which clause your performance would be in compliance with, VAAR 852.219-10 or VAAR 852.219-11 or FAR 52.219-14.   STATEMENT OF WORK FOR TRAINING SEMINAR LEGAL ASPECTS OF NURSING DOCUMENTATION WILMINGTON VAMC DESCRIPTION: Provide a single day seminar to approximately 200 Wilmington Veterans Affairs Medical Center staff on the topic of Legal Aspects of Nursing Documentation. PLACE OF PERFORMANCE: Wilmington VAMC 1601 Kirkwood Highway Wilmington, DE 19805-4907 SCOPE: The contractor shall provide all labor, supplies and transportation necessary to perform the training seminar to be held on 6 May 2019 at the Wilmington VAMC. PERFORMANCE REQUIREMENTS: Contractor must perform the following: Provide a lecture-based seminar to help promote and improve documentation by nurses and other healthcare workers. All areas of nursing and clinical documentation should be covered and have a special attention to impacts of illegal documentation on medical centers and the nursing profession. SPECIFIC TECHNICAL REQUIREMENTS: Contractor must provide evidence of: Having knowledge of legal documentation practices. Having experience as a registered nurse. Performing training seminars for a minimum of two (2) years. PROVIDED BY WILMINGTON VAMC: The Wilmington VA Medical Center will provide the auditorium and all Audio and Video equipment needed. SPECIAL CONTRACTOR PROVISIONS: Interference in performance requirements: The following provisions must be adhered to by contractor personnel throughout the duration of this contract: Contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility; e.g. utility services, servicing of fire protection systems, and the passage of facility patients/personnel, etc. In the event of an emergency, contractor services may be stopped and rescheduled at no additional cost to the government. Contractor Responsibilities: The Contractor must be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required. All contracting staff shall be required to wear company badges with company name and employee name. If there is a need for work to be performed beyond the scope of this contract. The contractor is required to provide a written cost estimate for any work or materials beyond the scope of this contract. The contractor shall not perform any work or make any purchases beyond the scope without approval from this contracts VA Contracting Officer.
