Description
SCOPE OF CONTRACT : Contractor shall supply 038A carrier (Omnova Solutions Inc.) and Bond Mix (Loveland Industries) to mix with TM Biocontrol-1 powder for application at a rate of one gallon per acre. Contractor will aerially apply Virus Formulation for suppression of Douglas fir Tussock Moth on the Okanogan -Wenatchee National Forest. Contractor shall also be responsible for locating treatment boundaries with GPS coordinates and for providing contractor monitoring quality control flights. Contractor shall provide all equipment, labor, and supplies, except those provided as Government-furnished property and services, to perform these services in accordance with the technical specifications contained herein. The acreages for application are estimates, final acreage will be determined prior to release of spray blocks for application / treatment. APPLICATION PROCEDURES AND RESTRICTIONS : All operations will conform to Federal Aviation Administration (FAA) requirements, manufactures' label instructions, and Federal requirements for storage, transportation, and application. Contractor and any subcontracted or hired flights shall possess a current certification by FAA to operate under Federal Aviation Regulations (FAR) Part 137. Contractor and any subcontractors shall possess a valid pesticide operator and applicator license for Washington State. LOCATION AND DESCRIPTION : Within the Okanogan-Wenatchee National Forest, and Bureau of Land Management lands, treatment areas include the following: Okanogan Project Area Application of Virus Formulation (10,000 acres estimated). The general location map of treatment areas is attached to this presolicitation notice. Areas to be treated are within the spray unit boundaries shown on the maps. Within the spray unit boundaries there may be non-treatment areas, consisting of mountain meadows, rocky outcrops, bodies of water, and non-host timber types of three (3) acres or larger. Terrain and tree distribution in the project areas is such that, in order to ensure a safe operation and achieve the application desired, the contractor shall use helicopters. The Government administrative and technical headquarters for the project will be located in: Wenatchee, Washington. AIRCRAFT OPERATION SITES : The contractor is responsible for identifying, and arranging for use of, all aircraft operation sites, e.g. airstrips, helispots and so forth. There are sites on Forest lands throughout the project area that may be suitable for helicopter operations. Some of these locations are identified on the project maps. Prior to use, the contractor shall obtain permission for helicopter use from the responsible District Rangers. Contractor is responsible for clearing brush and debris from these sites, as needed, to make them safe and suitable for use by helicopter and support equipment. The Government will approve any cutting and removal of trees on Government-owned lands in advance. There are municipal airports, limited maintenance airstrips, and roads that may be used as temporary landing sites in the general vicinity of the project areas. It will be the contractor's responsibility to obtain use agreements, permits, and obtain approval for use of these sites. If contractor determines to provide dust abatement at aircraft operation sites, as needed, for safe operations, dust abatement materials other than water, that are proposed to be applied to sites on Forest lands, will require advance approval by the Contracting Officer. SPRAY OPERATIONS TIMING AND CONSTRAINTS : The project area will be subdivided into spray blocks. The actual date treatment blocks are available for layout and recon will start is dependent upon insect sampling, insect development, weather, and other factors. The Government will determine a start date that will ensure treatment block layout and recon will be done prior to beginning of spraying. The Government will select the blocks to be treated each day as determined by the COR. A released spray block must be sprayed within 72 hours of its release, after that it may be withdrawn for additional insect sampling to determine if spraying will still be effective. CALIBRATION AND CHARACTERIZATION : Contractor shall ensure that each aircraft spray system is properly calibrated and characterized, for the formulation to be used, prior to use of the aircraft spray system in actual spraying operations. BOUNDARY MARKING REQUIREMENTS : The project site(s) will have treatment blocks identified with the maps supplied by the Government. They will have areas identified for spraying along with sensitive areas identified. It shall be the contractor's responsibility to identify boundary waypoints with the use of supplied maps; GIS shape files to map GPS coordinates to facilitate spray applications using the GPS swathing systems. Aerial boundary markers in conjunction with GPS to further identify treatment and non-treatment areas as well as some ground marking may be used with the written approval of the CO. TANK TRUCKS FOR CARRIER AND/OR FORMULATION TRANSPORT : Tank trucks shall be equipped with an agitation system capable for keeping formulation evenly distributed in the tanks, pumps, and hoses. Certified metering devices to determine correct gallons in loading operations shall be used. Tanks on transport vehicles will be attached to the frame, and be clean and leak proof. All valves, plumbing, hoses, and similar equipment on tankers shall be enclosed in locked compartments to prevent removal of carrier and/or formulation by unauthorized personnel, and shall be clean and free of residues and debris. Additional requirements will be provided in the Request for Proposal (RFP) when issued. GOVERNMENT FURNISHED PROPERTY (GFP) : The Government will provide TM Biocontrol-1 powder formulation of Douglas-fir tussock moth virus. REQUIRED SUBMITTALS : 1) 038A carrier delivery schedule; 2) Operations, Safety & Commmunications Plan; 3) Quality Control Plan. These are the major submittals, but the RFP will outline all submittals required for this contract. PERIOD OF PERFORMANCE : The estimated start date is June 3, 2019 through July 15, 2019. CONTRACT TYPE : The awarded contract will be a Firm-Fixed-Price (FFP) Commercial Service contract. REQUIRED WAGE DETERMINATION : The Service Contract Act will apply to this procurement. INVOICE PROCESSING PLATFORM (IPP) : The awardee of the contract will be required to submit payments via the www.ipp.gov platform. Paper invoices are not acceptable. SYSTEM FOR AWARD MANAGEMENT (SAM) : Companies are reminded to please review your SAM account to ensure your accout is active and will remain active in calendar years 2019-2020. If your SAM account becomes inactive you will not receive payment via the IPP website.
