Description
**Update - 4 April 2019 The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) is formally issuing Request for Proposal (RFP) No. N66001-19-R-0042 to obtain design, development, testing, and production of a Military Underwater Navigation System (MUNS) encompassing a requirement for a 'Protected' submerged Positioning, Navigation and Timing (PNT) capability that could meet the operational profile for the Military Diver. This development effort is in support of a future production MUNS system for submerged Selective Availability Anti-Spoofing Module (SAASM)-based PNT solution that could be fielded in near term. This requirement is solicited under a small business set aside, with one award anticipated. The NIWC Pacific Small Business Office (SBO) concurred with the acquisition strategy decision on 11 July 2018. NIWC Pacific intends on awarding a single C-type contract, and based upon completion of milestone objectives and availability of funding, the contractor will move on to subsequent option phases of the program. This contract will utilize a Cost-Plus-Fixed-Fee (CPFF) pricing arrangement for services and a cost (no fee) pricing arrangement for other direct costs. The NAICS code for this procurement is 334511 with a size standard of 1,250 employees. The solicitation and any amendments will only be available electronically on the Naval Information Warfare Center E-Commerce Web Page at https://e- commerce.sscno.nmci.navy.mil/, under NIWC Pacific - Open Solicitations. Matters posted on the web site are not terms of the solicitation unless the solicitation is written or amended to include such matters. Responses are due by 4 May 2019. It is estimated that the solicitation will be released on 04 April 2019 with responses due 30 days thereafter. Two Requests for Information (RFI) were issued, the first being SSC RFI SSC- Pacific_MKTSVY_12A07E for Military Underwater Navigation System (MUNS), dated 24 August 2016. The second RFI was a follow-on, issued on 18 February 2017, which notified prospective parties of an opportunity to demonstrate their system, in an operationally relevant environment, in Sydney Harbor from 8-24 May 2017. The demonstration was sponsored by the Australian Department of Defense, a member of the GPS FMS TWG, under its "NOTICE OF DEFENCE TRIAL- JT003 FUTURE SUBMERGED PNT CAPABILITY."
