Description
Pursuant to FAR 8.405-6(a)(1)(B), the Department of Commerce, Bureau of Economic Analysis (BEA) intends to issue a sole source GSA task order to Executive Information System (EIS) for annual maintenance for SAS licenses. SAS Institute Inc. ("SAS") is the sole manufacturer and publisher of SAS software (the "Software") in the United States. Only EIS is SAS' sole authorized reseller for Version 8 and later of the Software and subsequent maintenance to such government entities. EIS may license the Software and sell subsequent maintenance under the GSA schedule, other approved federal schedule contracts, or terms approved by SAS. SAS is used throughout the entire process of data analysis, from the input of raw source data, to advanced statistical calculations, and visual displays of time series data. Exhaustive SAS applications have been developed over many years at BEA and are used on a daily basis in multiple directorates. In addition, SAS is the only software capable of handling "big data" such as the medical claims data recently incorporated into the Health Care Satellite Account. There is no clear alternative to SAS and it is a necessary tool for the continued production of high-quality and timely statistics at BEA. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort. The responses must be received no later than April 10, 2018 at 5:00 PM EST. All questions concerning this matter should be addressed directly to Shadie Teymourian at steymourian@doc.gov.
