********* The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) is formally issuing Request for Proposal (RFP) No. N66001-19-R-0129 for Integrated Voice Networks requirements type contract. The closing date for this solicitation is 08 MAY 2019 at 12:00 AM Pacific Time. For questions concerning this action, contact Amanda Miller, Contract Specialist, amanda.miller@navy.mil ******** The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) formerly (Space and Naval Warfare Systems Center, Pacific (SSC PAC)) Integrated Voice Networks Branch, Code 41270, has a performance-based requirement to procure technical support for Integrated Voice Communications System (IVCS) Life Cycle Support Facility (LCSF). The Branch's scope of responsibility covers all phases of the life cycle for the communication systems and equipment assigned to the Space and Naval Warfare Systems Center Pacific (SSC Pacific) Code 41270 by the program sponsor, NAVSEA 05 which includes intra and inter-unit communications by wired and wireless means. Due to the wide scope of responsibility, the technical support under this Statement of Work (SOW) shall vary significantly. Required technical support includes design, redesign, upgrade, and maintenance of electronic equipment and systems and their associated computer programs on board Navy ships and shore Government sites. A significant portion of the support includes the in-service maintenance and upgrade of the Integrated Voice Communications System (IVCS). Required engineering and technical support also includes the maintenance, and upgrade of software and databases. This support will be primarily for use by Code 41270, the Integrated Voice Networks Branch, for the systems listed below: IVCS Integrated Voice Communications System to include AN/STC-2(V), MarCom, AN/STC-3(V) and variants Ship Service Telephone Systems (SSTS) Integrated Voice Communications Network (IVCN), Integrated Voice Network (IVN), Avaya Definity 75, and Avaya Server based systems Voice IC Sound Powered and Announcing Shipboard Wireless Systems to include AN/SRC-53(V), AN/SRC-55(V), AN/SRC-59(V), Personal Communications System (PCS), and IVN Wireless This acquisition is a follow-on effort to a Multiple Award Contract (MAC) with a similar scope to this effort. The incumbent contract numbers are N66001-14-D-0100/0101. The incumbent contractors are COLSA Corporation and Engineering Services Network, Inc. (ESN). The ordering period of the predecessor MAC is 08 May 2014 to 07 May 2019. The NAICS code for this potential procurement is 541330, and the service code is J059. A market survey to determine small business capability was posted on SPAWAR E- Commerce Central on 14 June 2018 under reference number MKTSVY 0015252A. After thorough review of the small business respondents' capabilities, SSC Pacific intends to solicit the requirement using full and open competition. The SSC PAC Small Business Office (SBO) concurred with the acquisition strategy decision on 19 July 2018. SSC PAC intends to issue a solicitation (RFP N66001-19-R-0129) for a Requirements type contract with a Cost Plus Fixed Fee (CPFF) pricing arrangement for labor and a Cost (no fee) pricing arrangement for ODC. The ODC Contract Line Item Numbers (CLINs) will be non-fee bearing. The contract is expected to have a one-year base period, with four one- year option periods. This proposed contract has security requirements at the Secret level. The Government's estimated level of effort for this procurement, based upon Full Time Equivalents (FTE's) will be approximately 31,900 hours per year. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services with a size standard of $38.5 million. The estimated release date of the solicitation is first quarter of FY 2019.
