- The U.S Naval Medical Research Unit No. 6 (NAMRU-6) in Lima, Peru is searching for sources of Aotus nancymaae monkeys for a research study evaluating the prophylactic administration of a malaria-specific monoclonal antibody against Plasmodium falciparum malaria challenge. If capable sources are not identified through this notice, then NAMRU-6 intends to award a sole source contract under the authority of 13.106-1(b)(i) to the Instituto Veterinario de Investigaciones Tropicales y de Altura (IVITA), Iquitos, Peru. IVITA maintains a large, closed colony of Aotus nancymaae (owl monkey) which are made available for research purposes. This species is the principal animal research model for malaria and this source is selected for the known health status and genetic composition of the colony. Animals from wild-caught sources in the Amazon basin, because of their unknown health history and parasite burden, are not desirable for biomedical research. Also, the use of the captive-bred population at IVITA negates any impact of acquisition on wild populations of animals and eliminates the possibility of inadvertently supporting the illicit trade of animals. IVITA disposes of the required number of animals, administrative and regulatory resources necessary for providing the animals necessary to successfully conduct this study. The pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested to this notice are required to submit a capability statement that includes management, technical data and cost information, in sufficient detail and supporting evidence to demonstrate the capability to perform required work. The capability statement shall not exceed 5 pages (8.5 x 11 inch) using a font size not smaller than 10 points. All capability statements received by the due date will be considered by the Government. A request for documentation, additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 pm local time, 23 April 2019.
