April 09, 2019 This is a Request for Information (RFI) notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The NPS is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. The National Park Service (NPS) is issuing this RFI in an effort to perform market research to further refine requirements and establish the best acquisition approach.. Request for Information National Park Service Servicewide Mobile App The Department of the Interior, National Park Service, Office of Communications is seeking information from industry to assist with estimating development hours of a mobile app. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. Overview This RFI is seeking responses from small businesses listing the recommended labor categories and an estimate of labor hours. The National Park Service (NPS) Digital Strategy aims to connect audiences to the NPS anytime, anywhere, and on any device. The mobile experience ¿including the mobile-responsive NPS.gov and mobile apps ¿plays a significant role in achieving this strategic objective. This RFI document provides the high level functionality and requirements to develop one national app and requests that industry ¿s response includes the types of labor categories necessary to complete the work as well as an estimate or range of labor hours for each of the labor categories. Scope of effort The NPS intends to develop one National Park Service mobile app that shares the wide range of opportunities, services, and information available, ranging from national park visits to education resources to grant programs and local assistance. The initial version of the app will consist of a national layer of content and baseline content for each of the currently 419 parks. The combination of service-wide features and functionality for all parks, presented in one place, provide NPS with the opportunity to engage the wide swath of park visitors and other customers. The national app will seamlessly integrate with and transition customers between park-specific content and servicewide functionality. The intent of the initial contract will be to implement a minimally viable product. A high level description of the effort includes both national and park level content and functionality. National Content and Functionality A national layer above the park apps would provide national content from across a variety of interests (education, stewardship, philanthropy, etc.). This type of content will include: Multimedia such as audio, videos, images, webcams Global events calendar News Featured content A national, servicewide app will also allow higher level functions such as: Login and user set up of basic settings and personalization. (User authentication will be accomplished through an existing service such as Login.gov.) Filter- and/or content-based searches with listing and map based results Maps - finding nearby parks, displaying park locations from lists (e.g., parks visited), and displaying location-based search results Trivia User defined lists such as bucket lists or visited parks Notifications settings Subscriptions settings Favorites (e.g., parks, places, tours, trip ideas, things to do) Park Content and Functionality The app will provide the visitor the ability to view and download, at a minimum, baseline content for any park which currently stands at 419 units. Content will include: Calendar of events News Social media embeds for individual parks (1-4 social media channels per park) Multimedia such as audio, video, images, and webcams Basic park information (e.g., fees, hours of operation, directions, etc.) Trails, visitor centers, weather, where to stay Park alerts Place listings Things to do listings Maps Tours Volunteer opportunities Passport stamp locations and information Park specific functionality will include: Digital postcards Ability to subscribe to push notifications for alerts, news Platform/Development Native app - Support for both iOS and Android Support for smartphone and tablet form-factors Support for seamless integration of custom modules (i.e., ability for custom functionality for an individual park to be created and incorporated into the overall application) Designed as a set of modules that have very clear and well-defined interfaces and can operate independently of other modules allowing servicewide content and functionality, park content and functionality, and park-specific custom features to interoperate without conflict Offline support - Portions of the NPS app will need to function even when the user is offline or experiencing limited connectivity. Therefore, the mobile application will have the capability to cache data (including map data, content from API, etc.) on the user ¿s device for offline access. Additionally, the app shall provide for offline support for custom modules. Services provided by the NPS Designs - The NPS will provide a set of high fidelity full res comps illustrating the types of templates and the final aesthetic of the site. It is expected that the site will have 50 individual pages to implement for the minimally viable product described above. Analytics - The NPS will decide upon and provide an analytics solution. Login server - The NPS will decide upon and provide a login solution. Likely this will be login.gov. Mapping Solution - NPS will provide access to a mapping service for which the app shall integrate geospatial data requests including support for geocoding and offline maps. Notification Server/Service - The NPS will decide upon and provide a notification solution(s). NPS API - The NPS will provide access to this service which the app shall use as the source for most NPS and park-specific content calls. Some data will be consumed through other services. Training - NPS will provide user training to NPS authors. Content Development - The content and data required for the servicewide app will be created and/or provided by NPS The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks defined except for those items specified as government furnished property and services.
