- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C261-19-AP-1119 Purchase Request/2237: 662-19-2-733-0027 Contracting Activity: Department of Veterans Affairs, VA Sierra Pacific Network VISN 21, 5342 Dudley Blvd., Bldg. 209 McClellan, CA 95652 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This procurement is for the analysis of urine samples to be tested for quantitative levels of methamphetamines and cocaine as part of VA research project 16-20738. The total estimated price to analyze 147 samples is $3,675.00 for the base year with 2 additional option years. Due to the unknown quantity needed in the 2 option years, the total projected value of the award will be $25,000.00 NTE. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The University of California, San Francisco s laboratory has both the technical expertise and specialized equipment required to perform a liquid chromatography quadrupole time of flight mass spectrometry method and normalized to creatinine concentration, to process urine samples collected throughout the duration of the VA s research study, following IATA/DOT procedures. Description of market research conducted and results or statement why it was not conducted: It was confirmed through the Toxicology Laboratory manager, Kristopher Taylor, that the VA would not be capable of analyzing urine samples for quantitative stimulant levels. Several labs were contacted in the San Francisco area, and UCSF was the only laboratory found that is able to support this testing requirement.
