This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. (ii) The solicitation number is 36C24419Q0409 and is issued as a request for quotation (RFQ). Robotic Floor Scrubber (machine) shall be equivalent to brand name item: Taski Swingbot 2000 Bundle with Battery Exchange Kit, Mapping and Training, and Freight Included. 2 each The vendor proposing a machine for this acquisition must trial the machine at VAPHS #646 University Drive or HJ Heinz Campus, must be approved by EMS and Safety Department. If like model is being proposed other than The Taski Swingbot 2000; at no cost to VA or this acquisition, no greater than two weeks of acceptance of proposal, the vendor must physically produce or bring the machine to proposed location and demonstrate by robotic floor machine, demonstrate and provide evidence of actual use, safety, all stop, sonar, sensors, laser sensors, onboard computer, machine itself in the field the proposed machine. The field being one of two campus at VAPHS. It is noted many vendors may sell this specific robotic machine. For this acquisition, the vendor must be within 300-400 mile range of the VAPHS station for purpose of machine, service and support. The vendor is capable of full delivery of machine that includes overseeing arriving of machines at both campus station, uncrating or unpackaging machine, checking and testing machine. Machines arriving with any defect parts such as flat tire, flattened tires due to binding or packing, or any delivery due to damage would be unacceptable. GEMS and Green initiatives-Although this characteristic would not be mitigating factor rejecting a proposal; the station prefers the vendor use re-usable pallets or reclaim the wood pallets used for shipping. VAPHS wants the vendor to unpackage on station and is general practice for receiving department and housekeeping machines. The vendor takes away the reusable pallet or wood pallets and parts of crate to be re-used by the vendor for other orders. VAPHS must have estimated weight of the items being reused or diverted from landfill. This data can be furnished at time of unpackaging. All this can be estimated at time of shipping by weight of machine then additional total shipping weight subtracting machine weight from the total weight. Also, VAPHS is requesting the use of bio degradable plastic products for shipping. This could include majority of shipping materials being cardboard, recyclable plastic bindings, wood pallet, but not limited to biodegradable shrink wrap, tape, bubble wrap, etc. For these items, the station has trash and recycling service available. The Taski Swingbot 2000 is a unique robotic floor care machine that was approved by station committee. The required characteristics of the brand name item: The quoted robotic floor scrubber must/shall be: Robotic, automated robotic floor care machine or floor scrubber Projected/theoretical performance range 13,560 square feet per hour hard surface floor space cleaned. Performance range in low congested spaces 11,300 square feet per hour hard surface floor space cleaned. Working width is 28 inches Squeegee width is 35 inches Tank size is 23 gallon. Clean solution tanks 23 gallons. Recovery soiled water tank 23 gallons or clean water solutions tank is 90 liters and soiled water tank is 90 liters. Sound level no greater than 70dB Battery capacity 180 Ah, sealed gel batteries Battery run time is 4 hours Weight of machine is 555 lbs (pounds) without water/solution Weight of machine is 1038 lbs (pounds) with pad drivers, clean solution water Dimensions must be (Length x width x Height) the following: At this size specification 53 inches length At this size specification 35 inches width At this size specification 50 inches height At VAPHS, the door and space designated for these machines are key part of the characteristics. Machine quoted must fit the inner width of the door frame. There must be no less than two (2) inches on either left or right side of machine. The Environmental Management Services (EMS) storage room door frame width is 42 ˝ inches. The machine must easily make range of turns from 90 degree to 30 degree into the designated storage room. Turning cycle must be 4.6 feet Magnetic pad driver system. In explanation, the magnetic pad driver consists of two pads, the user places the pads underneath machine and with no more than placement the machine locks into place the pad drivers. It is noted older model floor machines had a clip and lock system for pad drivers. Pad driver includes two pad drivers, 14 inch pad driver, two counter rotating pad driver and pads. The machine responds to preset distance data/information when data from measured sensors exceeds set parameter the machine stops and automatically performs all stop, signals user for further instruction or data entry. Sensors must provide 360 degree view of entire machine and 20-30 foot range of space surrounding the machine. The machine is hands free. Robotic. Safety sensors-must sense 360 degree\ Safety sensor must have redundant infrared sensor, manual stop, 190 degree laser and 360 degree ultrasonic sonar for obstacle detection coupled with an all stop emergency stop feature. Navigation sensors must have full range of ultrasonic sonar for near, mid and afr obstacle tracking in the machines environment. The machine used redundant sensors laser to navigate spaces 190 feet wide, sensor sense angular rates, optical sensors and encoders measure and sense the machine location. Sensors measure distance in millimeters, voltage of machine. On board computer system. Uses a web based mobile I phone application for operations. The application contains no protected information and allows user to be signaled or called when robotic machine is all stop mode, obstruction or needs service. Main computer- autonomous and manual computer mounted in or on machine. Computer controls navigation, sensors, all stop functions, measures performance, chemistry of clean water solution, water solution, operation time, instructions, pad driver pressure, water flow and performance of machine in general. Dual redundant safety. Dual computers monitoring machine, safety and performance, operations, dual computer improve response time to all stop when object is obstruction or emergency stop activated. Controls-robotic and manual operations. The robotic feature can be turned off. Manual operations means that user can use the machine as walk behind floor scrubber. Touch screen feature-both rear and front touch screen. Full width, Grey ABS, and touch screen provides all stop Immediate braking system required Security-activation of machine requires security passcode to activate machine All onboard operational computer and all required components from parts making up the machine, training manuals, user manual, parts manuals language must be English-United States based English. This includes computer instructions, code, service and safety codes standard English language. Preventative and service maintenance accessible. Sensors and onboard controls use red light to indicate unsafe or no floor condition Sensor and onboard controls use green light to indicate safe and floor condition. Water flow diagnostic, the onboard control measures the preset expected flow rate, measures flow rate, pump cycle rate, status and measure of operation time. The solution tank is measures with green lighted indicator to red meaning empty/need service. Must meet traction requirement standards (CSA/ANSI C22.2 No.336-2017) requirements for rechargeable battery operated commercial grade robotic floor treatment machines with traction drive. Standard covers robotic or autonomous or manual mode machines. Sonar and sensors, for this acquisition the staff used military specification standards for sonar, laser sensing/sonar. Example MIL-D-81873 military grade detecting-range set, sonar. The part covered in this specification shall be light weight, installed-mounted to machine, water proof and capable of range and rapid 360 degree search. Consists of electronic units which operate in unison with set of sonar sensors and relaying data to on board computer with establish code instructions that determine actions of the machine. Lasers used as sensors. Must comply with applicable safety regulation. MIL-R-14864 range finding lasers, MIL-R-14864 range finder, receiver-transmitter laser and military safety specifications for lasers used with machines for automated product plants, robotic machines, navigation, range finding, etc. For this acquisition, the machine must not have sensing equipment that requires extreme caution, specialized eye protection and considering a health care setting not harming the public. MIL-R-14864 describes using extreme caution using laser range finding equipment and direct application of laser beam at any point of body can cause serious or fatal harm. Lasers or range finding devices same or similar composition commercial or military grade parts upon machine will not be accepted. The machine sensor must be infrared commonly used in manufacturing processes for start and stop actions and motions. Lasers commonly observed on robotic machines, factory automated robotic and conveyor work systems, etc. Sensors-there are many standards for sensors. MIL-DTL-28788 and multiple other MIL-SPEC standard for sensors. This specification covers the general requirements for flow switches intended primarily for use in equipment to sense velocity and flow of air or liquid. This specification leads to many other standards for testing sensors, construction of sensors and application generally described. Sensors and all parts associated leading to whole machine must meet UL and Nation Fire Code standards. Sensors not meeting UL or Code will not be accepted.
