Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following services and consumables: GENERAL INFORMATION: This is a non-personal services contract to furnish and install telematics equipment in Government furnished vehicles and to provide monthly airtime monitoring for access to GPS data within Government fleet vehicles for the Portland, Oregon VA HealthCare System. Currently, the vehicle fleet includes 192 vehicles, both GSA Leased and Agency Owned. A listing of the vehicles can be provided however, changes in the size and location of the fleet can vary slightly prior to contract award to conduct its various duties. The current total number of vehicles includes vehicles from the Transportation Service and approximately, forty-five vehicles from the Disable American Veteran (DAV) Service and Veteran Transportation Service (VTS). DAV and VTS which are three separate but similar transportation Services. This will be a firm-fixed price contract with a base year and four one-year options. Current policy mandates that each vehicle be monitored continuously by on-board GPS units. It should be noted that the current vehicles comprising the fleet are not instrumented with the equipment needed for monitoring services at this time. This is a new installation that does not require removal of existing equipment or other existing hardware. Scope: The contractor shall provide all equipment, services, onsite installation of equipment such as UDC s in all vehicles and facility access points, material, tools, labor, facilities transportation and supervision to furnish telematics equipment and monitoring services to the Portland Oregon VA HealthCare System IAW Executive Order 13693. The installation must include certification stating compliance with this mandatory order. As a minimum, the contractor services shall monitor and report the following information for each installed vehicle tracking unit as follows: Satellite, hybrid and street maps that show real time location of vehicles. Monitoring of vehicle location and usage. Historical reporting of vehicles maintenance alerts. Engine diagnostics and required vehicle maintenance alerts. Vehicle speed monitoring/reporting. Alert of vehicle use outside of user parameters. Escalated paths of notifications for alerts. Emissions Data Provide continuous full time technical support Scope continued. The GPS units installed must be compatible with current and future vehicle tracking software versions for the duration of the contract period. The system should assist in improving some processes that otherwise take longer to track manually but must be clear and concise in the information provided. Some of the processes these items are used for are to verify stop time for each vehicle, verification of payroll, posted speed, verification of vehicle maintenance, verification of fuel card usage, verification of vehicle usage. The contract shall provide continuous airtime monitoring and verify equipment down time and repairs for any components associated with the specified vehicles. The installed equipment shall also possess the capability of being monitored via Contractor supplied computer software of web-based tracking. Contractor installation of equipment shall take place between the hours of 0800 1500, Monday through Friday. Contractor is to coordinate install dates and times in advance with the facility POC. Factory Training for software and database management of onsite personnel is to be included (Minimum of 10 personnel). On-site troubleshooting and next-day service response base year w/on-site service if necessary, and with four option years. Installation of access points will be at the following locations: Approximately 56 vehicles at Portland Site located at: 3710 SW US Veterans Hospital Road. Portland, OR 97239, (2) Entrances/exits Approximately 117 vehicles at Vancouver Site located at: 1601 E. 4th Plain Blvd, Vancouver, WA, 98661, (2) Entrances/exits **Fairview (East) CBOC site located at: 1800 NE Market Drive, Fairview, OR, 97024, (2) Entrances/exits **West (Hillsboro) CBOC site located at: 1925 Amberglen Parkway, 3rd Floor, Hillsboro, OR, 97006, (2) Entrances/exits **South (West Linn) CBOC site located at: 1750 SW Blankenship Road, Suite 300, West Linn, OR 97068, (1) Entrance/exit Approximately 10 vehicles at **Bend CBOC site located at: 2650 NE Courtney Drive, Bend OR, 97701 (541) 647-5200, (2) Entrances/Exits Approximately 9 vehicles at **Salem CBOC site located at: 1750 McGilchrist Street SE, Salem OR, 97302 (503) 585-0180: 24 Hour Central Monitoring with Supervised Open/Close NOTE: ** = Leased building space, will need to follow local municipality codes for exterior Access Point/reader Hours of Operation: The contractor is responsible for conducting business, between the hours of 5:00 AM through 10:00 PM, 7 days per week including Federal holidays. The contractor must maintain an adequate workforce for the uninterrupted performance of all tasks defined within the hours of operation specified. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential. Federal Holidays: Under normal circumstances the contractor will be required to provide services on holidays. The holidays observed be the Government is: New Year s Day Labor Day Martin Luther King Jr. s Birthday Columbus Day President s Day Veteran s Day Memorial Day Thanksgiving Day Independence Day Christmas Day Security Requirements The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. The contractor s technician shall be required to check in and out at Facilities Management Services Department in Building 100, Room B1C-134 and Operations Energy Control Center, sign in with an escort and verify badge access. The technician will be responsible while on station to have his/her badge visible at all times even under escort. Upon completion of inspections/repairs, technician shall return the badge to the Facility Management Services escort and sign out at the operations Energy Control Center.
