- 10 April: The purpose of this Modification/Amendment is to: - Attach responses to industry questions and note clauses added, Response #3, dated 10 April. - Extend the proposal due date one week to Monday, 22 April at 2pm Eastern. - Extend the offeror question submission cutoff date to Monday, 15 April. 4 April: The purpose of this Modification/Amendment is to: - Attach responses to industry questions, Response #2, dated 4 April. - Modify the contractor question submission cutoff date to Thursday, 11 April. Note: Proposals remain due on Monday, 15 April at 2pm Eastern. 22 March: RFP Amendment #1 - Responses to questions received. See attachment dated 22 Mar. SOLICITATION The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) Platform and Payload Integration Department, Code 40, has a requirement for fabrication, and receipt inspection of hardware, and for services to perform ship checks, develop concepts, conduct design activities, develop, test, perform controlled material handling, perform installation activities, perform removal activities on Deep Submergence Systems - Scope of Certification (DSS-SOC) items, perform repairs and develop life cycle support plans for software and hardware which include cradles, stowage and handling equipment, and electronic control systems. This scope encompasses both DSS-SOC and non-DSS-SOC hardware and services, as outlined in the attached draft Statement of Work (SOW). This procurement will be processed using FAR Part 15. The North American Industry Classification System (NAICS) for this requirement is 332510 with a size standard of 750 employees. This requirement is solicited as other than full and open competition. NOTE: The SOW tasking is divided into DSS-SOC and non-DSS-SOC tasking. For the DSS-SOC tasking, qualification to perform DSS-SOC work in accordance with NAVSEA Notice 5000 is a stipulation for award. For the non-DSS-SOC tasking, all responsible contractors may propose and compete for award(s). This is a new requirement, therefore there are no incumbent contractor(s). The contract type is anticipated to be a five-year multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) with Cost-Plus Fixed Fee (CPFF) CLINs, a Firm Fixed Price (FFP) CLIN, and a Cost CLIN. This Request for Proposal (RFP) and related files listed under solicitation number N66604-19-R-0284 are issued electronically.
