Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Defense Health Agency (DHA), Managed Care - Contracting Division (MC-CD) intends to award a bridge action on a sole source basis under the authority of FAR 6.302-1(a)(2)(iii) with CSRA, LLC / General Dynamics Information Technology (GDIT), 9901 W I-10, Suite 910, San Antonio, TX 78230. DHA originally awarded the Pharmacy Data Transaction Service (PDTS) contract to CSRA via competitive task order award under GSA Government-wide Acquisition Contract (GWAC) HHSN316201200013W. DHA requires the continuation of the Data Warehouse services (a limited element of the original PDTS scope) as required until the Government is able to fully transition these services in-house. The contract will require CSRA to maintain, operate, and sustain hardware and software components for a Data Warehouse containing pharmacy historical records and transactions that support the management and execution of the DoD pharmacy benefit and will require CSRA to transition the data from the commercially owned and commercially operated PDTS warehouse to the DHA enterprise data warehouse solution. The period of performance will be a maximum of and not to exceed one year from the date of award. This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow DHA to be able to determine if the interested party can perform the requirement described herein. The Government will consider responses received by the established due date/time set forth in this notice. If no affirmative written responses are received by 11:59PM on 25 April 2019, award will be made without further notice. Any questions regarding this notice must be submitted in writing via email to the point of contact. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
