Description
THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) under NAICS 334516. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps or GSA eBuy websites. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Department of Veterans Affairs, Network 22 Contracts Office, is seeking sources for VISN Wide Middleware (1 Base Year plus 4 Option Years) for Department of Veterans Affairs, VA Long Beach, VA Loma Linda, VA Greater Los Angeles, VA San Diego, VA Albuquerque, VA Prescott, VA Phoenix, and VA Tucson Healthcare Systems. GENERAL INFORMATION CLIN Description QTY 1 Middleware for the 8 facilities within VISN 22 Pathology and Laboratory Medicine. Procurement will be for various POC platforms through-out the consolidated service line. 8 ea. VISN 22 POC Middleware Statement of Work I. Objective: Provide a middleware solution for point of care (POC) testing connectivity that can transmit patient test results into the hospital s current laboratory information system. This middleware hardware and software solution will allow the end user to monitor patient and quality control testing done via POC and help the laboratory meet numerous accreditation requirements for POC testing. It will allow Pathology and Laboratory Medicine Service (P&LMS) to accomplish its objective of backing up, storing and transmitting essential data from POC equipment into the patient electronic health record. This supports the mission of the VA to provide timely, accurate and appropriate laboratory services in support of patient care by allowing data transmission from instrumentation into the patient laboratory information database. This is essential for reduction of clerical errors and delayed test result availability to clinicians that could compromise patient safety. II. Scope of Work: This software should be specific for instrumentation and processes used for laboratory POC testing. The middleware solution will be used to post patient results to the permanent record from POC test sites at each facility s main campus and associated community based clinics. The solution ensures a continuity of services and will be acquired for a One (1) Base year and Four (4) Option years as well as all service and maintenance services. Virtual servers are required and must be capable of using Windows Server 2012 R2 and be capable of handling security updates in addition to all current security requirements as specified in VA Directive 6500. This will be a VISN 22 agreement to include: 1. VA San Diego Healthcare System, 3350 La Jolla Village Dr., San Diego, CA 92161 2. VA Loma Linda Healthcare System, 11201 Benton St, Loma Linda, CA 92357 3. VA Long Beach Healthcare System, 5901 E 7th St, Long Beach, CA 90822 4. VA Greater Los Angeles, 11301 Wilshire Blvd, Los Angeles, CA 90073 5. Phoenix VA Health Care System, 650 E. Indian School Rd., Phoenix AZ 85012 6. Northern Arizona VA Health Care System, 500 North Hwy 89, Prescott, AZ 86313 7. New Mexico VA Health Care System, 1501 San Pedro Dr. SE, Albuquerque, NM 87108 8. Southern Arizona VA Health Care System, 3601 S 6th Avenue, Tucson, AZ 85723 III. General Requirements: Interface, data handling and management for the following POC devices: Instrument # of Instruments currently Glucometers (Multiple vendors) 697690 analyzers/450 downloaders Cobas Liat 2 analyzers Abbott i-STAT 84 analyzers/69 downloaders Accriva Avoximeter 1000E 2 analyzers Roche CoaguChek XS Pro 16 analyzers/13 downloaders Roche CoaguChek XS Plus 10 analyzers/ 5 downloaders Radiometer ABL80 2 analyzers Clinitek Status Connect 52 analyzers Alere Triage 2 analyzers/2 downloaders Hemocue 5 analyzers/5 downloaders Rapidpoint 405 4 analyzers Rapidpoint 500 10 analyzers Hemochron Sig Elite 10 analyzers Quidel Sofia 14 analyzers Afinion AS 100 10 analyzers/10 downloaders Should allow connection to solicited or unsolicited fully configurable interface.   Terminal host should be able to be transitioned if needed. In addition to the instruments and quantities listed above an ability to interface and accommodate alternate POC devices and an increased number of current devices in the event that POC testing increases or a change is made with POC instruments, for the duration of the contract. Maintenance, updates (including requested by facility), upgrades, bug fixes and revisions are the responsibility of the awardee for all elements of the awarded middleware solution (including primary solution and corresponding additionally required data managers) at no additional charge to the facility. Single program point of contact for point of care administrators. The point of care administrator will be able to manage the instruments connected as well as all of the point of care users from one system. The middleware system must be capable of generating reports such as, but not limited to, reagent lot number specific statistics (mean, standard deviation, coefficient of variation) with Levey Jennings graphs, linearity graphs, Quality Control (QC) outlier results, patient outlier critical test results, i-STAT Quality Check Codes by location and operator, proficiency testing results, and reagent useage and expiration. Examples of reports will be required to be submitted with quote. Standard training, instruction, and consultation for the customer are required to be provided on site at no additional cost to the facility. The middleware system must be compliant with all Office of Information and Technology and Information Security directives. The hardware must meet all VA minimum specifications and the software version must be approved for use on the VA network. Addition of testing locations, including Community Based Outpatient Clinics (CBOCs), within each facility shall be at no additional cost. The software portion of the solution should provide secure email functionality within its program. The system shall capture non-instrument test results. The system will provide the customer a means of managing operator identification information and training and competency assessment dates, with analyzer lockout when not complete. Supports active Directory Integration. System is able to support updated Veteran Health Identification Cards (VHIC) for positive patient identification at the point of testing through to the middleware solution. Supports i-STAT Advance quality control features. Must be capable of connecting to an HL7 interface and must comply with the VHA Lab POC HL7 Interface Specifications Document. https://www.va.gov/vdl/application.asp?appid=149 Must support solicited and unsolicited interface for the i-STAT. Must be able to provide historical quality control and patient test result data without loss of reagent lot specific information. Middleware must provide a means of managing quality control including patient testing lock out for failed quality control or quality control not performed at the programmed frequency and be able to display, in Levey-Jennings charts, all results of quality control in use. Must allow customer to remotely configure any instrument settings options furnished within the point of care instrument by the manufacturer. IV: Conformance Standards: The contractor s performance must be in compliance with all applicable state, federal and local laws and regulations. The middleware product supplied by the contractor must appear as an approved technology on the most current VA Technical Reference Model (TRM). https://www.oit.va.gov/Services/TRM/TRMHomePage.aspx. V: Hours of Work: The Warranty is in effect for the entire duration of the contract. The contractor provides 24 hour, 7 days a week Technical Support by calling a toll free number. VI: Preventative Maintenance: The Contractor shall provide any and all upgrades at no cost to the medical center. Any reference range, reporting units, abnormal value flags or critical value flag updates will be at no cost to the medical center. The Contractor provides documentation of services performed. VII: Emergency Repair Service: Technical Support is available Monday through Friday, 7:00 A.M. to 5:30 P.M., MST. After business hours including weekends and holidays, an answering service is available. Responses will be received from technical support within 30 minutes via phone call. VIII: Parts: The contractor shall furnish all parts as described in the Scope of Work and General Requirements section as covered by this contract, in accordance with the Conformance Standards Section (section II and III). The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. (7) Please provide general pricing for your products/solutions for market research purposes.
