Description

The United States Army Contracting Command - Aberdeen Proving Ground, Aberdeen Proving Ground, MD 21005, on behalf of Product Manager Electro-Optic/Infrared (PdM EO/IR) Payloads, intends to award a new Firm-Fixed-Price (FFP)/Cost-Plus-Fixed-Fee (CPFF)/Cost­No Fee, Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract to Raytheon Company. The contract will have an ordering period of three (3) years, and one, two-year option period for the Common Sensor Payload (CSP) production and system support. This purchase will be made on an Other Than Full and Open Competition basis as authorized by FAR 6.302-1(a)(2)(ii)(A) and FAR 6.302-1(a)(2)(iii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Services may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Raytheon is the Original Equipment Manufacturer of the CSP. The Government does not possess a full technical data package that would allow full and open competition for the development, production, and/or sustainment of CSP systems. The Government does not intend to use Part 12 for this acquisition.
