Description
This special notice is a Synopsis of a Proposed Contract Action in accordance with the requirements of the Federal Acquisition Regulation (FAR) 5.201 as the circumstances of the contract action deem only one source reasonably available. Accordingly, the Government intends to solicit from a single source for a commercial service purchase not estimated to exceed the simplified acquisition threshold (SAT) in accordance with the authority at FAR 13.106-1(b)(1). The U.S. Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA)/ Preparedness Section on behalf of the Office of the Chief Component Human Capitol Officer, Human Resources Operations (OCCHCO), intends to contract on a sole source basis with C2 Technologies Inc. DHS/FEMA intends shortly after the expiration of this special notice to issue a non-competitive award with a period of performance that is estimated to be twelve (12) months from the date of award. FEMA intends to procure on a sole source basis Hosting, maintenance and enhancements services, and help desk -Tier 3 support for proprietary FEMA Career Path Tool (CPT) software service. The software is proprietary to the manufacturer C2 Technologies. The internet was searched for a list of contractors that would be able to provide PIV enablement and hosting service. Companies were not able to provide the specialized PIV enablement service. Hosting service companies contacted were not able to provide the specific Fed Ramp specialized service and will not be able to access the data and system. The FEMA CPT system is a copyrighted product that represent intellectually property that has not been licensed for resale. This special notice is not a request for competitive quotes and no solicitation document yet exists for this requirement. All parties interested in receiving the subsequent solicitation, which will not be made available through the Government wide point of entry (GPE), shall respond to this notice and: This requirement is a follow-on to previous FEMA contract awards and awarding to another source is likely to result in the disruption of the development of the detailed plans procured, duplication of cost services already performed, loss of process integration and cost already incurred. The existing FEMA CPT Software is proprietary and only C-2 Technology INC. may make the required system support and enhancements, occupational series modifications, and hosting. No other vendor would be able to meet FEMA's modifications and enhancements needed because the code is proprietary to C2 Technologies. The production server has been built, configured and has met the technical system requirements to host CPT. There should be no interruption in the hosting support for the CPT system. If another vendor is to support hosting for C2, rebuilding of the system will be additional cost to FEMA. Hence, impacting the schedule and FEMAs effort to launch CPT. FEMA CPT software already hosts the following information: position descriptions, job announcements, organizational charts, key policy documents, and OPM material around a specific job series, among other. Using another vendor would lead to inefficiency and is not in the best interest of the government. Responses to this special notice must be made in writing and submitted via email (using PDF, MS Word, Excel Attachments) to Glen Seipp, Contract Specialist, at glen.seipp@fema.dhs.gov. Responses must be received no later than the response date and time specified in this notice, and any late responses will not be considered. All responses received by the closing date of this special notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to not conduct a competitive procurement based on responses to this special notice is solely within the discretion of the Government. All Contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database.
