- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Government reserves the right to make no award from this solicitation. Solicitation number 36A77618Q9084 is being issued as a Request for Quote (RFQ). The government anticipates awarding an Indefinite Delivery/Indefinite Quantity (IDIQ) contract and firm-fixed price Task Orders resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99. The associated North American Industry Classification System (NAICS) code for this procurement is 541614 (size standard $15 million). This requirement will be set-aside 100% for Service Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: 1) be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) - and - 2) meet the small business size standard for NAICS 541614. The Department of Veterans Affairs, Veterans Health Administration, Program Contracting Activity Central (PCAC) requires a contractor to provide a Combo Initial Outfitting, Transition, and Activation (IOT&A) IDIQ contract at the Veteran Health Indiana West Indianapolis and Terre Haute Clinic. Please reference the attached IDIQ Performance Work Statement (PWS) for specific project information and requirements. The anticipated contract period is May 2019 through May 2024 for the IDIQ Award. Quotes from SDVOSBs shall be received on or before the date and time specified in Block 8 of the SF1449, Solicitation. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued as accordingly. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information is at www.sam.gov. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award an IDIQ as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Offerors shall list exception(s) and rationale for the exception(s). Only electronically submitted quotes will be accepted. At a minimum the Government will post questions/answers on Tuesday, April 23, and Tuesday April 30. It is possible other postings will be made as required. The deadline for all question submittals is Thursday, April 25, 2019, at 12:00pm EST.
