Description
The U.S. Army Corps of Engineers - St. Paul District requires a contractor to replace the control system for the Reservation Highway Control Structure (AKA Reservation Dam) at the north end of Lake Traverse, near Wheaton, MN. The pneumatically actuated rubber bladder dam was installed in 2000, and has two gates. The control system being replaced uses a Siemens S7-200 programmable logic controller (PLC) and two Obermeyer Tilt Sensor Modules (P/N TSM-005). The control structure is divided into two independent gate sections. The gate to the West is the 27 meter wide main gate. The gate to the East is the 6 meter wide low flow gate. This gate design features steel skinplates that are raised and lowered with inflatable rubber bladders located underneath the gate skinplates. The system uses a Siemens Simatic S7-200 programmable controller (PLC) to control the air flow as required to keep the gate skinplates at the user-selected gate raise position. The air compressors and PLC are housed in a vandal-resistant prefabricated concrete control house. The nine bladders of the 27-meter wide gate are all connected to the same pressure manifold with each bladder at the same internal pressure. Similarly, the three bladders of the low flow gate are also all connected to the same pressure manifold. The two gates are independent of each other but are controlled by the same central air compressor and PLC cabinet. The contractor will replace the control system. Both the main gate and the low flow gate have one inclinometer (tilt sensor) attached to the bottom face of the eastern end of the easternmost skinplate. The current inclinometers require an Obermeyer technician to visit for recalibration. The current PLC is no longer in production and replacement part are not available. The replacement system shall be able to be recalibrated by the dam operators, without on-site technical support from the contractor or manufacturer. The contract shall include supplying all hardware, labor, supplies and equipment required to replace the existing control system, program and test the system, calibrate the sensors, and train the dam operators in calibration. The address listed is the Lake Traverse Project office. The dam is located at the north end of Lake Traverse, on Reservation Highway, about 8 miles southwest of Wheaton, MN. The replacement, testing and training will be completed no later than 31 August 2019. AMENDMENT 0002 HAS BEEN ADDED This amendment changes the delivery date to 31 August 2019, keeps the solicitation close date as 18 March 2019, and adds additional information about the installation conditions and other equipment details. Quotes must include specific acknowledgement of BOTH Amendments. This is typically done by including a signed first page of each amendment SF30 with the quote.
