- The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) is issuing Solicitation 140D8018R0022 for up to five single award, Indefinite Delivery/Indefinite Quantity (IDIQ) Fixed Price Exclusive Use (EU) contracts as a result of a single solicitation. These services include natural resources and fire suppression missions near five (5) Bureau of Land Management (BLM) helicopter bases in the lower 48 United States by qualified personnel. The primary role of each contract is to obtain fully contractor operated services to include provision of one helicopter, personnel, fuel servicing vehicle, fuel, and all other associated equipment for each of the five locations. The bases are Ravendale, CA, Moab, UT, Miles City, MT, Wickenburg, AZ, and Lewistown, MT. The anticipated issue date of the solicitation is on or before December 14, 2018 with a projected closing date of January 14, 2019. This solicitation is being solicited as a total Small Business Set Aside in NAICS code 481212, Other Nonscheduled Air Transportation and PSC V111 Air Freight, which has a small business size standard of 1,500 employees. Government will award a contract in accordance with the best ¿value trade ¿off instructions of the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov in order to receive an award. Sample Minimum Aircraft Requirements: Seating: Five (5) insured passenger seats not including pilot, but including copilot seat in an aircraft, normally single-pilot operated. Payload: Non-jettisonable payload (HOGE)* of 900 pounds at 25 degrees C at 7,000 feet pressure altitude using a pilot weight of 200 pounds, a 25-pound survival kit and fuel for 1.9 hours. Powerplant: Turbine engine Performance: Rotorcraft certified in accordance with 14 CFR 27.143 paragraph (c). Airspeed: 120 knots VNE at 25 degrees C at 7,000 feet Estimated Exclusive use Period (EU) June 4 ¿ September 11 (90 days) Fuel Servicing Vehicle Equipment Requirements: A truck and trailer combination is acceptable.
