- The Department of Veterans Affairs, Network Contracting Office 9 (NCO 9), Murfreesboro, TN, 37129, intends to award a contract for the purchase of semi-instantaneous water heaters for the James H. Quillen VA Medical Center Mountain Home (Johnson City), TN 37684. The NAICS code for this requirement is 332410 and business size standard of 750 employees. This is a SOURCES SOUGHT announcement only and not a request for bids, quotes or proposals. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small business, small disadvantage business, Veteran owned small business (VOSB), Service disabled Veteran owned small business (SDVOSB), or large business) relative to NAICS 332410 Power Boiler and Heat Exchanger Manufacturing. The responses to this announcement will assist in determining the feasibility of a socio-economic set aside. Dept of Veterans Affairs is required by Public Law 109-461 to give priority to Service Disabled Veterans Owned Small Businesses (SDVOSB) and Veterans Owned Small Businesses (VOSB) concerns respectively, if enough firms are available to compete under the corresponding set asides. If responses are insufficient for setting aside the requirement to an SDVOSB or VOSB, the requirement will be set aside for a Small Businesses, provided enough respond. If there are not enough Small Business respondents, the agency will then advertise as Full and Open Competition. In which case, all interested parties responding shall be eligible to provide an offer. GSA Schedule holders may respond to this Sources Sought Notification. General Requirement: Two semi-instantaneous water heaters are required, one each at two specific locations at the Mountain Home VA facility. The water heaters must meet or exceed existing water heaters, including size and fit within the designated spaces inside the mechanical rooms. For this reason, the government is pursuing a brand-name OR EQUAL item for the fulfillment of the current requirement using the following two water heater models: Heater One Brand Name: Cemline Model: V60SSH1242DW Heater Two Brand Name: Cemline Model: V60SSH1236DW General Description/Salient Characteristics: - Fabricated in accordance with ASME code and stamped for 150 psi working pressure. - Constructed with a Stainless-steel tank and Stainless-steel threaded openings. - Mounted on a steel support skid and will have lifting lugs. - Insulated with 3" fiberglass protected by an enameled metal jacket, 20-gauge thickness. - Factory assembled and piped, including: Incoming steam strainer. Electric operated temperature regulators. Main and auxiliary float and thermostatic steam traps. Double wall, copper tubes, copper lined tank side/steel head side tube sheet and cast-iron steam chamber. Intra tank circulator. ASME pressure- temperature relief valve. Water pressure gauge and steam pressure gauge. Solid State Control module that includes the following functions with individual pilot lights: On-off switch, remote start-stop, alarm horn with alarm silence button, power on, primary high limit, and secondary high limit. Module will have built in PID Control signal with LED display of set point and operating temperature read out and contacts for BACnet and Computrol Compatible (Front-End capability). Double solenoid safety system. Vacuum Breaker. (Heater One Only) Heater shall be rated to heat 175 G.P.M. of water from 40 F. to 125 F. and control the outlet within 5 degrees of the selected temperature when supplied with 60 PSIG of saturated steam to the control valve. (Heater Two Only) Heater shall be rated to heat 107.5 G.P.M. of water from 40 F. to 120 F. and control the outlet within 5 degrees of the selected temperature when supplied with 60 PSIG of saturated steam to the control valve. Heater will be mounted vertically. Delivery location: James H. Quillen VA Medical Center, Sidney & Lamont St., Mountain Home, TN 37684. Scheduling: Delivery shall be made during regular business hours, 7:00 a.m. to 4:30 p.m., Monday through Friday, except for Federal Holidays. Evening, night, and weekend delivery may be required as circumstances dictate and are approved by the Contracting Officer or Contracting Officer s Representative (COR) only. Delivery shall not be made unless persons are present to receive equipment. In response to this announcement.
