Independence Mall West Philadelphia, PA 19106 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The Government reserves the right to make no award from this solicitation. This solicitation is a request for quotations (RFQ). The government anticipates awarding a firm-fixed price purchase order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. The associated North American Industrial Classification System (NAICS) code for this procurement is 541430, Graphic Design Services, with a small business size standard of $7.5 Million. This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBzone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. The Department of Veterans Affairs, Network Contracting Office 4, 100 S. Independence Mall West, Philadelphia, PA, 19106, is soliciting offers to provide graphic design services for the Wilkes-Barre VA Medical Center. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information along with any other documents necessary to support the requirements below. All interested companies must provide quotations for the following: Wilkes-Barre VA Medical Center STATEMENT OF WORK GENERAL INFORMATION 1. Title of Project: Wilkes-Barre VA Medical Center (WBVAMC) Graphic Design Services 2. Scope of Work: The contractor must provide all resources necessary to accomplish the deliverables described in the Statement of Work (SOW). Project purpose is to support the provision of quarterly updates and news to various stakeholders including employees, elected officials, service organization and Veterans. Contractor, in support of this purpose, will provide technical guidance and graphic design deliverables for the newsletter, annual report, and other materials as needed. See Attachment A for deliverables and schedule. The Government anticipates award of a firm fixed price contract, to include one base year and four one-year options. 3. Deliverables: QUARTERLY NEWSLETTER: A principle requirement of the contractor shall be the provision to WBVAMC of a graphic/visual layout of the quarterly newsletter. The length of the quarterly newsletter may vary depending on content desired and events occurring in the pertinent time period, but will be a minimum of four pages and a maximum of twelve pages. The contractor must provide the following in conjunction with this service: Format all copies Size, edit and format all images Create and design compelling graphics from raw data into visual representations All copy and images provided by WBVAMC or a designated third party. In rare circumstances, contractor will need to provide stock photos. Final, print ready files available for download Capability of transferring high resolution images and large document files quickly, for example, viable FTP capabilities. PDF, web-ready, 508 compliant, versions of all deliverables included Deliverables are to be provided as coordinated, as the quantities in Attachment A are estimated, but will not exceed (4) editions within a contract year. ANNUAL REPORT: A principle requirement of the contractor shall be the provision to WBVAMC of a graphic/visual layout of the annual report. The length of the annual report may vary depending on content desired and events occurring in the pertinent time period, but will be a minimum of twelve (12) pages and a maximum of twenty-four (24) pages. The contractor must provide the following in conjunction with this service: Format all copies Size, edit and format all images Create and design compelling graphics from raw data into visual representations All copy and images provided by WBVAMC or a designated third party. In rare circumstances, contractor will need to provide stock photos. Final, print ready files available for download Capability of transferring high resolution images and large document files quickly, for example, viable FTP capabilities. PDF, web-ready, 508 compliant, versions of all deliverables included Deliverables are to be provided as coordinated, as the quantities in Attachment A are estimated, but will not exceed (1) edition within a contract year. ADDITIONAL GRAPHIC/LAYOUT DESIGN SERVICES: Other design and layout products as requested by VA to include but not limited to posters, brochures and other media. Contractor must provide an hourly rate for the performance of miscellaneous graphical design, layout and compliance work. Miscellaneous contract hours must be quoted on hourly basis. No more than 40 miscellaneous contract hours shall be requested within the course of a year. There is no minimum guaranteed usage of miscellaneous hours. Scheduling of products which result from the utilization of miscellaneous contract hours shall be coordinated at the time of the work. 4. Qualifications: Contractor must have a minimum of five (5) years experience working in/with the U.S. Government in communication matters and/or communication policy. Contractor must submit three past performance references demonstrating their experience with requirements of similar size (dollar value) and scope (work completed) performed within the last five (5) years. If no past performance is available, the contractor must indicate that in their quote. Contractor must provide unlimited edits and proofs until final approval is received from WBVAMC management. Contractor must indicate their capability to meet the schedule of deliverables required in Attachment A. 5. Background: WBVAMC plans to produce several publications a year. The annual report and the quarterly newsletters are highly profiled publication to be distributed to veterans, congressional staff and employees. 6. Performance Period: The period of performance is one base year and four one-year options. 7. Type of Contract: Firm Fixed Price 8. Place of Performance: No geographical requirements. B. CONTRACT AWARD MEETING The contractor must not commence performance on the tasks in this SOW until the CO has conducted a kick off meeting or has advised the contractor that a kick off meeting is waived. C. GENERAL REQUIREMENTS 1. For every task, the contractor must identify in writing all necessary subtasks (if any), associated costs by task, together with associated sub-milestone dates. The contractor's subtask structure must be reflected in the technical proposal and detailed project management plan (PMP). 2. All written deliverables will be phrased in layperson language. Statistical and other technical terminology will not be used without providing a glossary of terms. D. SCHEDULE FOR DELIVERABLES The contractor must comply with the delivery dates as noted in Attachment A for each deliverable specified. E. CHANGES TO STATEMENT OF WORK Any changes to this SOW must be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO must be borne by the contractor. F. REPORTING REQUIREMENTS 1. The contractor must provide a designated Wilkes-Barre VA Medical Center staff member monthly updates on progress by teleconference. 2. The progress report will cover all work completed during the preceding month and will present the work to be accomplished during the subsequent month. This report will also identify any problems that arose and a statement explaining how the problem was resolved. This report will also identify any problems that have arisen but have not been completely resolved with an explanation. G. GOVERNMENT RESPONSIBILITIES 1. Make staff reasonably available for interviews, calls, or other communication as needed to enable Contractor to effectively produce deliverables. 2. Review draft newsletters and provide feedback within seven (7) business days of receipt. H. SECURITY Information System Security The contractor must ensure adequate LAN/Internet, data, information, and system security in accordance with VA standard operating procedures and standard contract language, conditions laws, and regulations. The contractor s firewall and web server must meet or exceed the government minimum requirements for security. All government data must be protected behind an approved firewall. Any security violations or attempted violations must be reported to the VA project manager and the Wilkes-Barre VA Medical Center Information Security Officer. The contractor must follow all applicable VA policies and procedures governing information security, especially those that pertain to certification accreditation. Security Training All contractor employees and subcontractors under this contract or order are required to complete the VA's on-line Security Awareness Training Course and the Privacy Awareness Training Course annually. Contractors must provide signed certifications of completion to the CO during each year of the contract. This requirement is in addition to any other training that may be required of the contractor and subcontractor(s). 7. EVALUATION OF QUOTATIONS The Government will select the quote that represents the best benefit to the Government at a price that can be determined reasonable. The Government will evaluate price, technical capabilities, and past performance. Specific quote requirements are detailed below in ADDENDUM TO FAR 52.212-1 Instructions to Offerors Commercial Items. Following receipt of quotes, the Government will perform an evaluation using a comparative evaluation of the services quoted in accordance with FAR 13.106-2(b)(3). The Government will compare quotes to one another to select the quote that best benefits the Government by fulfilling the requirement. Additional information pertaining to Comparative Evaluation below: What Comparative Evaluation is: It is the direct comparison of one quotation/offer with another in a uniform and fair manner to determine which quote/offer provides the Government what it needs, where and when as identified in the RFQ It is an assessment of which response is the best as a whole Once one quotation/offer is found acceptable, it is compared side by side to the remaining ones, and the best one is chosen What Comparative Evaluation is not: It does not individually evaluate quote/offers against specified evaluation factors It does not assign a rating using a color, numerical, or other rating methodology It does not require additional evaluation to determine if minimal advantage is worth a minimal or normal price difference, but not prohibited It is not a low price technically acceptable (LPTA) or trade-off process Contractors may submit more than one quote; however, contractors are strongly encouraged to submit their best technical solutions and prices in response to this request for quote. All quotes must be submitted by the deadline to be considered for evaluation. Once the Government determines there is/are a contractor(s) that can provide a service that meet(s) the requirements of this request for quote, the Government reserves the right to communicate with only those contractors quoting the best-suited service to address any remaining issues. 9. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract at the time the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise.
