- N40085-19-R-9035 REBUILD HYDRAULIC CYLINDERS, FABRICATE HYDRAULIC HOSES, MACHINE WORK AND WELDING FOR PUBLIC WORKS NORFOLK This is a sources sought notification. This is a market research tool to determine the availability of sources prior to issuing the RFP. This announcement is for information and planning purposes only. Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, VA is seeking to identify eligible small business firms of all categories. The intent of this notice is to identify potential Veteran owned businesses, Service disabled veteran owned businesses, HUBZone businesses, Small Disadvantaged businesses, certified 8(a) businesses, and women owned small businesses certified by the Small Business Administration (SBA) capable of providing all labor, supervision, tools, materials, equipment, facilities, transportation, incidental engineering, and other items required to rebuild hydraulic cylinders, fabricate hydraulic hoses, and provide machine fabrication. The Contractor shall provide services for the following Naval Facilities Engineering Command, Mid-Atlantic (NAVFAC MIDLANT) geographical areas consisting of: PWD Little Creek, PWD Oceana, PWD Norfolk, PWD Portsmouth, PWD Yorktown, and PWD NSA Norfolk and all outlying bases within a 50-mile radius of each base. The North American Industry Classification System (NAICS) code for this proposed competitive procurement is 811310 (size standard $7.5M). This procurement is for a single award indefinite delivery, indefinite quantity (IDIQ) contract. The contract is for one (1) base year and, four (4) one-year option periods. IDIQ work may be ordered utilizing FedMall, or through the issuance of a task order specifying the exact locations and types of work to be accomplished. The period of performance will be specified in each task order by the Contracting Officer, or by each FedMall order. The successful contractor shall rebuild the hydraulic cylinder(s) with new parts to OEM specifications and test to assure the cylinders are operating at manufacturers specifications. Fabricate a new hose(s) meeting the same psi rating, fitting standard, and length as the one that was picked up or as otherwise directed by the government. Fabricate hose(s) in accordance with industry standards and O.E.M. specifications. The Contractor shall test fabricated hoses to assure they meet the required specifications. Deliver the fabricated hose(s) and the used hose(s) to the responsible Government person at the location where the order was placed. Contractor is required to pickup specifications or samples and evaluate where / how to fabricated components. All fabrications shall be in accordance with specifications provided for each job, OR the OEM specifications of the replacement item being fabricated. The Contractor shall fabricate, turn, shape, drill, bend, mill, tap, grove, bore and face all types of wood or plastic or metal, in accordance O.E.M and industry practices per Government specifications or sample. SUBMITTAL REQUIREMENTS: Any and all qualified firms are encouraged to respond. It is requested that interested parties submit a brief capabilities package. The Capability Statement should include the following: 1) Name and address of firm, 2) Relevant experience and past performance, 3) Size, status, program, if applicable, 4) Ownership, 5) Year firm was established, 6) Name of two principles to contact, including title and telephone number, (7) approved NAICS for your firm, (8) DUNS number; (9) CAGE Code. Additional information related to this procurement will be available once the specifications are available in electronic format only on www.neco.navy.mil website. The Government reserves the right to request additional information as needed, from any and all respondents. The information must be complete and sufficiently detailed to allow the NAVFAC team to determine the firm ™s qualifications to perform the defined work.
