- This is a Sources Sought Notice from the Navy Office of Financial Policy and Systems Operations (FMP) seeking information on potential Service Disabled Veteran Owned Small Business (SDVOSB) firms qualified to provide technical professional support services and subject matter expertise to support the Navy ™s transition from Standard Accounting and Reporting System (STARS) to Standard, Accounting, Budgeting and Reporting System (SABRS) by modernizing the Command Financial Management System (CFMS), consolidating multiple current versions of CFMS into a single baseline, and consolidate all other financial feeder systems into that system. The submission of information in response to this notice will assist the Government in identifying potential sources and determining if a competitive solicitation is appropriate. A submission shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this Sources Sought Notice will be treated as information only and part of market research and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The expected NAICS code for this procurement is 541519. Any information submitted is voluntary. It is requested that interested firms submit (1) the NAME, ADDRESS, PHONE NUMBER, EMAIL ADDRESS, and CAGE CODE of the firm; (2) a capabilities statement including summary of their product/service (no more than 5 pages); and (3) their SIZE STATUS. Restrict all responses to non-proprietary information. Be advised that all submissions become Government property and will not be returned. Responses are requested no later than 19 April 2019 at 1200 local Philadelphia time. Responses shall be submitted via e-mail only to Allison Miller; allison.miller1@navy.mil. The background and scope are as follows: The mission of the Office of Financial Policy and Systems (FMP) ensures the highest quality information, data, and technology solutions are provided to the Department of the Navys Financial Management Community to continuously improve the efficiency and performance of financial IT systems, associated business processes, IT General Controls (ITGC), audit readiness initiatives, and mission readiness. FMP also manages the transition to SABRS as the Core Financial System and General Ledger for the Navy Budget Submitting Offices that currently use STARS-FL. On 28 May 2015, ASN (FM and C) directed all non-ERP BSOs to begin preparations to migrate from STARS to SABRS. The migration to SABRS is designed to enable and sustain financial business process standardization and auditability. As a part of this transition, the Command Financial Management System (CFMS) will be modernized, multiple current versions of CFMS will be consolidated into a single baseline, and all other financial feeder systems will consolidate into that system, which will then be known as Command Financial Management System “ Consolidated (CFMS-C). Scope The objective of this effort is to provide technical professional support services and subject matter expertise to ensure the successful consolidation, delivery, transition, and stabilization of the CFMS-C solution to the non-Navy ERP Commands, end users, and business offices. Best practices and lessons learned shall be applied to each deployment. Services to be provided include deployment support, data conversion, training, user management, and knowledge transfer support. Services in support of this contract will include: Consolidating a single baseline for the existing versions of CFMS into one consolidated CFMS (CFMS-C) Analyzing the applicable BSO financial business processes and determining the requirements for consolidating the Feeder Systems into CFMS-C Maintaining and sustaining FASTDATA until such time as users are migrated to CFMS-C Migrating CNIC CFMS to a hosting facility under the purview of FMP Completing discovery, gap closure, and migration planning of all non-ERP BSOs to CFMS-C Migrating other CFMS and non-CFMS BSOs to the consolidated system in accordance with FMP directives Sustaining and maintaining CFMS-C for all Navy users Supporting the implementation, support, and adherence of Financial Management Application Programming Interfaces (APIs), the FM Central Design Exchange (CDX), and Robotic Process Automation (RPA) initiatives Planning, analysis, documentation, architecture, engineering, development, management, and maintenance of FM Enterprise Software Bus (ESB and API solutions) across the FM systems environment Creating an architecture in CFMS-C which supports the transition from current general ledgers (GL) (STARS-FL and SABRS) to a future GL for all Navy General Fund transaction accounting in support of DoN FIAR initiatives.
