- THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATON AND PLANNING PUROSES ONLY. NAVSUP Fleet Logistics Center (FLC) Regional Contracting Department, Pearl Harbor, HI is in the process of determining the acquisition strategy to acquire Aircraft Lift Services to support Explosive Ordnance Disposal Mobile Unit FIVE HAHO/HALO Parachute Operations located on the Islands of Guam, Saipan, Rota, and Tinian. The contractor will be required to provide 96 aircraft lift services using a PAC 750 aircraft, or aircraft of comparable capability per year. The contractor will be required to provide aircraft lift services to a minimum drop altitude of 12,500 Above Ground Level (AGL) in support of Military Free Fall sustainment and proficiency training. The contractor will provide a pilot and shall have access to staging facilities such as a hanger. The contractor will require the ability to conduct multiple day or night jumps as required, to meet service, mission and qualification requirements. Please reference the attached DRAFT Performance Work Statement (PWS) for the aircraft lift services requirement. This announcement closes on Tuesday, 23 April 19, at 4:00 P.M. (Hawaii Time). The applicable North American Industry Classification System (NAICS) for this requirement is 481211 (Non-scheduled Chartered Passenger Air Transportation). Interested parties must be registered under NAICS 481211 in SAM (System for Award Management) at http://www.sam.gov. The Government plans to consider all information submitted in response to this Sources Sought Notice. The Period of Performance will consist of one (1) base period, and (4) one-year option years. The Government anticipates making award in June 2019. The Request For Proposal (RFP) release date is to be determined. This is NOT a formal Request for Proposal (RFP), and NO contract will result from this notice, nor does it commit the Government to any acquisition for these services. All interested parties should submit a capabilities package (please limit to no more than 10 pages total) outlining your companys key business abilities, cage code, business size, and any past performance relevant to this requirement.
