Description
Description : This is an Industry Day notice for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED ACTION UNDER FAR SUBPART 5.2. Background : The U.S. Army Corps of Engineer (USACE) Portland District has previously sought to award a contract for work in the John Day Powerhouse Drainage Gallery, but has thus far been unable to issue an award. The district is looking for feedback from industry that could be used to help reduce any perceived performance risk as well as any input that could be utilized to better define the requirement. An industry day has been scheduled at the project at which time a walk through will be conducted with an informal Q&A session to follow. The drawings and specifications that were provided under the prior solicitation have been included. Any questions pertaining to this requirement, to include the enclosed drawings and specifications, shall be submitted via ProjNet in advance of the site visit (additional information below). Scope of Work: During the construction of the John Day Dam in 1968-1972, the dam was constructed as a series of monoliths, or segments, of concrete. Those monoliths have contraction joints where they meet within the dam. The waterstops that originally sealed these joints have failed, and over time volumes of water flowing into the gallery at the base of the dam have increased. This work is for the identification of corrective measures, design, installation, and implementation of repairs to correct water flow into the John Day Powerhouse galleries, generator floor, and flooding of other areas, located at the John Day Dam Project, Sherman County, OR and Klickitat County, WA. This future project will consist of reviewing the entire powerhouse drainage system and methods and systems identified to mitigate water flow, collect water, and dispose of the drainage from the powerhouse. Water stop technological advances will be reviewed with recommendations for implementation at the powerhouse. This project will reduce presence of water in work areas, increase worker safety, and protect critical equipment. Work window will be expanded to allow for summer or winter construction (prior requirement was limited to summer construction window). Acquisition Strategy : The previous solicitation was advertised as a Best Value Trade-Off (BVTO) with the inclusion of options. The subsequent award will result in a single fixed-price contract. Any subsequent acquisition strategy will be subject to the results of additional market research. Magnitude of Construction : The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes : This requirement was previously solicited as a Total Small Business Set-Aside acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 238110 - Poured Concrete Foundation and Structure Contractors. The Small Business Standard size ($1 SM). The FSC is Z2KA - Repair or Alteration of Dams. Any decision on a subsequent set aside requirement will be subject to the results of additional market research. Site Visit : A site visit has been schedule for 29 April 2019 at 2:00 PM PST. The site visit will conclude with an Q&A to include questions submitted via ProjNet.
