- DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: XXXXXXXXXX Contracting Activity: Department of Veterans Affairs, VISN 21, San Francisco VA Health Care System (SFVAHCS), 4150 Clement Street, San Francisco, California 94121 requires a clinical chemistry system. The acquisition number is 662-19-2-7175-0008. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The action will be a new firm-fixed price contract, and is for the procurement of an Alfa Wassermann Ace Axcel Chemistry System in support of VA and NIH research studies. Delivery will be thirty (30) days from the effective date of award, and the estimated amount of the acquisition is $XXXXX. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The SFVAHCS s research department has more than fifteen (15) active research studies in progress, and the research department has been using an Alfa Wassermann Ace Axcel Chemistry System for these research studies. The equipment that was being used has broken down and cannot be repaired. The same equipment is needed for the ongoing research because introducing a clinical chemistry system from a different manufacturer or a different model would introduce biases into the research data due to the measuring variances among different brands of clinical chemistry systems. Using a different brand of equipment from a different manufacturer would taint the reliability of the research data. The Alfa Wassermann Ace Axcel Chemistry System is a unique supply that is available from only one source, and no other supplies will satisfy agency requirements. Description of market research conducted and results or statement why it was not conducted: Market research was conducted to determine possible sources for an Alfa Wassermann Ace Axcel Chemistry System. A search for SDVOSBs and VOSBs was conducted on the VIP database, the procurement package was reviewed, and the SDBS database was searched. Also, VA inventories, excess from other agencies, Federal Prison Industries, Ability One, BPA, BOA, and national contracts; and GSA Advantage, and the internet were searched for sources. Two large businesses were found that could reasonably be expected to provide the requirements in a sole source acquisition for the name brand item.
