Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 75N95019Q00132 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. The Government anticipates award of a firm fixed-price purchase order for this acquisition. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) for brand-name only commercial items manufactured by Brooks Automation, Inc., 15 Elizabeth Drive, Chelmsford, MA 01824-4111. This acquisition is conducted as non-competitive for commercial items and is conducted pursuant to FAR 13.106-1(b)(1). The rationale for the brand-name justification is: the speed at which the brand-name system measures the volume in a microtube and that it does so while the cap remains on the tube. The system uses a camera based vision system to determine the volume in up to 8 tubes simultaneously while the caps are still in place. Additionally, it reads the barcodes on each tube while associating the volume to that barcode all in one run allowing up to 96 samples to be audited in one pass. Lastly, NCATS already has custom-written software in place that integrates with this brand-name system. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2019-01, with effective date January 22, 2019. (iv) The associated NAICS code is 334519 and the small business size standard is 500 employees. This requirement has no set-aside restrictions. (v) This requirement is for the following brand-name only items: Manufacturer: Brooks Automation, Inc. Part Number, Line Item Description, Quantity LS-0316-0204, Brooks TubeAuditor with OPC license, One (1) 46-8014, IntelliXcap 96 for AcoustiX, One (1) 20-4003, Perception HD AcoustiX, One (1) 48-8013-04, IntelliXCartridge, One (1) 69-0200-11, Labcyte Echo Qualified AcoustiX Tube, Twenty (20) (vi) The brand name non-contact, vision-based volume measurement system must meet requirements and have the capabilities detailed below: • Measure the volumes of a wide range of microtubes in 96-well SBS footprint racks to within +/-10uL • Simultaneously measure the volume of 8 tubes as well as record the volume of 96 tubes in one operation to a standard txt or CSV file • Measure the volume in a tube without requiring removal of the cap • Determine the presence or absence of precipitate in each sample tube • Have an OPC license to allow the creation of custom drivers to externally control the unit The brand 96 Screw Top tube rack decapper/re-capper must meet the requirements and have the capabilities detailed below: • Automated glide rail for integration and module for cap validation • Compatible with LabCyte Echo Qualified Acoustic Tubes (vii) The delivery date will be fifty-six (56) days after receipt of order (ARO). Delivery will be f.o.b. destination, with the items packaged to ensure safe, secure, and undamaged delivery. The quotation's total firm fixed-price must include all shipping and handling costs. The comparative evaluation will include: Technical Capability of the items to meet the Government requirement, Price, Terms and Conditions, and Past Performance. Responses may exceed capability or performance characteristics of the solicitation's requirements. The Government reserves the right, but is not required, to award to a response that exceeds capability or performance characteristics of the solicitation's requirements if it provides a benefit to the Government.
