This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A firm-fixed price purchase order is anticipated. (ii) The solicitation number is 36C24419Q0539 and is issued as a request for quotation (RFQ). The equipment must be/have: A functional electrical stimulation system that produces measurable mobility improvement for patients with foot drop and / or knee instability caused by an upper motor neuron disease or injury. Must include the following features: 3D motion detection for Embedded sensor technology monitors patient movement in all three kinematic planes and triggers stimulation precisely when needed. Multi-channel stimulation with Independent adjustment of medial/lateral stimulation enables precise control of foot inversion/eversion. Fast, intuitive set-up with Fewer components to manage, a Quick Start Fitting Mode and Bluetooth ® programming Outcome measures with standardized assessments to make it easy to objectively track and document patient progress. A Home user App so that patient can continue to track and monitor activity and progress at home Indicator lights (status and stimulation lights); stimulation light indicates stimulation on, off, or paused. Audio alerts that alert when: charger is connected; Electrode contact is faulty; charging error has occurred; battery charge level is low; stimulation is turned on/off or paused; system is turned on/off; stimulation unit malfunctions. A rechargeable battery and charging port. Control Unit communicates wirelessly with the Orthosis to turn on/off and pause stimulation, adjust stimulation intensity, and monitor system status. Control Unit features must include: Operating buttons to: turn on/off the wireless system; test stimulation; select/change a user program; enter clinical mode to select a clinical program; turn on/off and pause stimulation; adjust the stimulation intensity level; mute system audio alerts; enter deep sleep mode. On/off lights. Operating modes: three operating modes: gait, training, and clinician Indicators and a digital display: stimulation intensity level; clinical program selected; electronic registration status; control unit battery charging status. Audio alerts when: a button was pressed; RF communication failed; charging error occurred; audio alerts were muted/un-muted; connected or disconnected; system was turned on/off; battery charge level is low; hardware/software error occurred; electronic registration process was initiated, successful, or unsuccessful. Clinical programs must include: Functional Training Programs Neuro prosthesis Programs Motor Neuromodulation Program Personal Preset Programs Custom Personal Programming Come with separate cuffs for the Lower leg and the Thigh both with Electronic Pulse Generator, a control unit and a foot sensor. Programming that allows System to communicate wirelessly to deliver electrical pulses over the common peroneal nerve and to the motor point of the tibialis anterior muscle, causing ankle dorsiflexion in the swing phase of gait to prevent foot drop. The System can also deliver stimulation to the quadriceps or hamstrings, in order to provide knee flexion or extension during gait. GOVERNMENT FURNISHED PROPERTY: The government will furnish no property to the contractor. CLAUSES: (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and the following clauses AND instructions are added as addenda: CLAUSES: 52.214-21 Descriptive Literature (APR 2002) (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
