- This notice constitutes a REQUEST FOR INFORMATION (RFI). This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS RFI. Respondents will not be notified of the results of the evaluation. The Government will not pay for any response expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government is specifically interested in technologies, ideas and solutions for the construction of Patrick Air Force Base (PAFB), Mid-Reach and South-Reach Segments of the Brevard County Hurricane Storm Damage Reduction (HSDR) project. The information received will be used to support a market analysis for the project with an overall goal to reduce risk and increase efficiency and successful execution of the project. Project Description Project consists of placement of beach compatible material along 16 miles coastline in Brevard County Florida. The project is broken into three segments: Patrick Air Force Base (PAFB), Mid-Reach, and South-Reach with a total combine yardage for all three projects is approximately 1.14 million cubic yards. PAFB is a 3.7 mile long project between monuments R-55 and R-75.4 placing a total volume of approximately 350,000 CY from Canaveral Shoals II offshore borrow area. PAFB project is split between two segments. The northern 1.9 mile PAFB segment (R-55 to R-65) will hydraulically place approximately 235,000 cubic yards (CY) by conventional hydraulic placement with an average fill density of 25 CY /linear feet (LF). Hydraulic placement south of R-65 to R-75.4 cannot occur due to the presence of emergent nearshore rock outcrops. Therefore, a stockpile area on the beach is provided between R-61 to R-65 which can be hydraulically stockpiled with up to 90,000 CY. The stored material can then be mechanically transferred via truck haul on the beach or A1A to place approximately 115,000 CY as beach and dune fill between R-65 and R-75.4. The Mid-Reach project is a 7.8 mile small-scale beach fill project which begins at the south end of Patrick Air Force Base, approximately 16 miles south of Cape Canaveral, and spans 7.8 miles of shoreline between Monuments R-75.4 and R118.3 ending just north of the Town of Indialantic. The volume to place is approximately 280,000 CY with an expected fill density between 2 to 10 CY/FT. Hydraulic placement within Mid-Reach is prohibited. Beach quality sediment can be attained from a South Reach beach stock pile constructed for the purpose. The south reach stockpile area is approximately 8 miles south of the Mid-Reach placement site with a maximum and minimum distance of 11.6 miles and 4 miles, respectively. The stockpile area can be hydraulically filled and then mechanically transferred to the placement area along Highway A1A only. Once delivered to the Mid Reach sand will be offloaded at construction access/staging areas before being distributed by off road dump truck. A residual beach fill of approximately 65,000 CY (above the 280,000 CY mid reach volume) will be left within the stockpile area at the south end of the South Reach after the truck haul is completed. Stockpile geometry and approximate volume is shown in the attached drawings. Up to 80,000 CY for the Mid Reach beach fill may be obtained from upland sand sources containing beach quality sand meeting Corps specifications. The South Reach is a 3.8 mile long project between R-monuments 118.3 and R-139. The South Reach can be constructed using conventional hydraulic placement via hopper dredge. The South Reach fill quantity is expected to be approximately 465,000 CY with an average fill density of 22.3 CY/LF that ranges between 12 CY/LF to 37 CY/LF. The borrow source for PAFB, South Reach, and the South Reach Stockpile area is Canaveral Shoals II. The Canaveral Shoals II Borrow Area is located east of Cape Canaveral, and is centered approximately 4.5 miles offshore of Cape Canaveral Air Force Station (CCAFS) and 8 miles from Port Canaveral. The PAFB beach fill element of the project (350,000 cy) shall be an Option for which award will be made by 1 October 2019 and completion of the project construction by 30 April 2020 Project Location Brevard County is located on Florida's central east coast bordering the Atlantic Ocean just south of Cape Canaveral. The Brevard County shoreline is a barrier island approximately 72 miles long separated from the mainland by the Mosquito Lagoon and Banana River to the north and the Indian River Lagoon, and extends the length of the county. Access to the Atlantic Ocean is provided at Cape Canaveral to the north and Sebastian Inlet to the south. Estimated Magnitude of Construction $25,000,000 to $35,000,000 Estimated Period of Performance (After Notice to Proceed) Total Period of Performance is 245 days. Any work or equipment activity seaward of the dunes is limited from November 1st to April 30th. Responses Industry is asked to provide a response to this RFI and shall be limited to 10 pages where the major objectives of this RFI are to: 1) Firm's name, address, point of contact, phone number, website, and email address. 2) Obtain information if a Firm is interested in bidding on the solicitation as an invitation for bid (IFB) or Request for Proposal (RFP) when the contract is issued. 3) It is the intent of the government to have the material placed in one placement season. Obtain a list of assurances or needs for bidders, if a contract of this magnitude and complexity can be completed in one placement season. A placement season is November 1st to April 30th where any work on the beach cannot occur. This includes demobilizing pipe or trucks on the beach. a) Understand the type, size, and number of support vessels needed to complete this project in one placement season. b) Obtain information what is needed by bidders prior to advertisement. 4) Gain knowledge if using tonnage for placement at Mid-Reach is the best method for payment for truck hauling material from the beach stockpile area to the placement area. Please note, it is the intention of the government not to pay for material placed at the stockpile pit, but for residual beach fill quantity once the stockpile area is no longer needed. 5) To reduce the cost of multiple mobilizations, understand if firms are interested in bidding on the solicitation if the Alternates were introduced. Alternate A would consist of dredging only with no upland mines and Alternate B would consist of Placement in two seasons with the second season only consisting of placement using truck haul only on Mid-Reach segment. Please note, it is the intention of the government not to have two dredging seasons. a) If Contract was broken out into these Alternates, obtain a clearer understanding on how to breakout contract tonnages for placement within Mid-Reach between Alternate A and Alternate B. b) Provide an understanding what would make this a preferred approach. 6) Gain knowledge on how stock pile areas provided could be adapted to support contractor's operations, such as widths of access, beach heads, excavation limits. Include in this discussion where the use of weight stations would be implemented. 7) Gain understanding what size hopper dredge/s size could complete this job. 8) The government's intention is to restrict hopper dredges with a size limit no smaller than 3,500 cubic yards. Based on this constraint, does this make the requirement too restrictive and/or jeopardize the project? If so, why?
