Description
The proposed acquisition covers a requirement for Barbed Wire Handler's Gloves; PGC 10205. The gloves are to be made in accordance with specification A-A-50054A. The requirement will be issued as Unrestricted. The resulting award will be a firm fixed price, Indefinite Delivery/Indefinite Quantity type contract with a base and three option terms. The duration of each term will be one year. Total order quantities for each term (base and options) will be a minimum of 10,473 pairs/term and an annual estimated quantity of 41,892 pairs/term. While a maximum quantity is not provided per term, the Government reserves the right to place orders up to the Contact Maximum Quantity of 209,460 pairs for the life of the contract, not to exceed 5,820 pairs/month. Tradeoff Source Selection procedures will be utilized. The evaluation Factors, Aspects, and Elements will be as follows: Factor 1. Product Demonstration Model(s) and Technical Risk Aspect 1. Small Business Support Delivery terms will be FOB destination, inspection and acceptance at origin. Destinations will include: 1) Peckham Inc., Lansing, MI; 2) Pendergrass Distribution Center, Pendergrass, GA; and 3) Travis Association for the Blind, Austin, TX. The production lead-time for orders will be 120 days after the date of the order. Therefore, shipments will be scheduled to begin no earlier than 120 days after the date of the order. CAUTION NOTICE Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. All offerors MUST be registered in the System for Award Management (SAM) in order to be eligible for award. All responsible sources may submit offers, which DLA Troop Support shall consider. It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after May 1, 2019. Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror. This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
