- Solicitation Number : 68HERH19R0017 Notice Type : Solicitation Notice Title: Site Characterization/Assessment and Remediation of Leaking Underground Storage Tanks (LUST) in Indian Country Synopsis: Request for Proposal (RFP) for The United States Environmental Protection Agency (USEPA), Office of Acquisition Solutions (OAS), Headquarters Acquisition Division (HQAD) OLEM Mission Support Branch, will issue a solicitation in support for EPA ¿s Site Characterization/Assessment and Remediation of Leaking Underground Storage Tanks in Indian County. The EPA ¿s Office of Land and Emergency Management (OLEM), Office of Underground Storage Tanks (OUST) is responsible for assessing and cleaning up contaminated sites, preventing contamination, readying sites for reuse and preparing and responding to environmental emergencies. The Contractor receiving this award shall furnish the necessary personnel, supplies, equipment, services and facilities to perform the tasks and/or deliverables outlined in the Performance Work Statement. The PWS consists of (3) general task areas that will be required to provide program support to OLEM. These tasks areas are: (1) conduct research/file reviews; (2) site characterization (assessment); (3) remediation of LUSTs. The background, initiatives, policies and statutes relevant to the OLEM can be accessed online at the following address: https://www.epa.gov/aboutepa/about-office-land-and-emergency-management Solicitation No. 68HERH19R0017 for OLEM ¿s Site Characterization/Assessment and Remediation of Leaking Underground Storage Tanks (LUST) in Indian Country Requirement will be solicited as a full and open competition, processed using FAR Part 15, Contracting by Negotiation. This is a 8(a) set aside Procurement under North American Industry Classification system (NAICS) code for this procurement is 526910 ¿ Environmental Remediation Services, with applicable size standard of $7.5 million. The EPA anticipates award of fixed rate indefinite delivery/indefinite quantity contract from this solicitation. The contract period of performance shall be for a one-year base period with four one-year option periods for a total contract performance period of five (5) years. It is estimated that the solicitation will be available on or about May 15, 2019 with a due date of 30 days after release of the solicitation. Detailed information for this requirement is provided through the Performance Work Statement (PWS) which will be posted on FedBizOpps and FedConnect. Information relating to this procurement including amendments and subsequent procurement notifications will be posted on the FedConnect website at https://www.fedconnect.net.
