- VA Network Contracting Office 23, Black Hills, is issuing this Sources Sought Synopsis to determine the suitability for a Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or other Small Business set-aside for a facility and catering services to accommodate a group of 375 or more for the Minneapolis VA Health Care System area (see Statement of Work below). This is not a request for quotes or proposals and any such submitted in response to this notice will not be evaluated. Vendors who are interested in this requirement should respond to this notice by providing: a. A short capability statement outlining their ability to provide the service b. A list of other contracts for similar service that they have been prime or a sub-contractor on c. Certification of their SDVOSB/VOSB status through VetBiz.gov (if applicable) d. Company DUNS number e. Company Contact information Annual workload estimate for this requirement is: Description of service Qty Single annual day use of facility and catering services to accommodate a group of 375 or more 1 Respond directly via email at: Stephen.holly@va.gov Statement of Work GENERAL: The Lessor shall provide facility and catering services to accommodate a group of 375 or more for which the Minneapolis VA Health Care System will need to provide Volunteer Recognition Luncheon activities on a weekday in mid to late June 2019. LOCATION OF WORK: Facility must be located within 20 miles of the Minneapolis VA Health Care System for ease of access for elderly volunteers. PERIOD OF PERFORMANCE: Need use of facility on a weekday in mid to late June 2019 from 7:00 a.m. until 3:00 p.m. DELIVERABLE SCHEDULE: Service will include a pre-event taste test for Voluntary Service staff to determine meal and to discuss set-up of tables, stage, décor etc. with event coordinator. Facility will provide space, meals, dinnerware, and staff to perform all services required in mid to late June 2019. 5. REQUIREMENTS: The VA is seeking a facility to accommodate a group of 375 or more all on one level with ample parking space and easily accessible for wheelchairs (no stairs). 6. STANDARD CONDITIONS AND REQUIREMENTS: The following shall apply to any facility offered for use by the VA: Facility ballroom or equivalent space offered must be able to accommodate a group of 375 seated or more with ample parking space on one level and is handicap accessible with no stairs. Require access at 7:00 a.m. on event day for set up and/or access the afternoon before day of event for this purpose. c. The facility provides table rounds and chairs for dining to accommodate seating for eight people at each table with linens and napkins. d. Facility provides catering services and wait staff to serve plated luncheon for 375 or more volunteers and refreshments in lobby/registration area. Services provided will include a pre-event taste test for Voluntary Service staff to determine meal. Meals will be served immediately following awards program which is estimated at 12:15 p.m. e. VA requires a separate lobby or a foyer area to use for registration purposes as guests arrive. Area will need to be large enough to accommodate 3 8 tables, chairs for seating, and two serving tables for refreshments prior to seating in the main dining area. f. VA requires facility to provide approximately a 12 x32 stage, assembly, including steps with railings on two sides and skirting. g. Facility shall provide a US flag in base on stage. h. VA requires a podium, microphone, and mixer on stage. i. Facility will provide one 8 banquet table with skirting and tablecloth on stage. j. Facility will provide pipe and drape, backdrop, and additional ceiling and stage décor to compliment theme of luncheon. Final décor choices will be determined by a pre-event site meeting with facility personnel and Voluntary Service staff. k. Facility must be located within 20 miles of the Minneapolis VA Health Care System for ease of access for elderly volunteers. l. Facility must be available for a weekday event date in mid to late June 2019. Voluntary Service and support staff access for setup beginning at 7:00 a.m. m. Estimated length of time for event is 7:00 a.m. through 3: 00 p.m. n. The C&A requirements do not apply and a Security Accreditation Package is not required. o. Contract will include the base year for 2019 with the option to extend for an additional 4 years.
