Description
This is a Sources Sought / Request for Information (RFI) for the purpose of conducting market research. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Federal Motor Carrier Safety Administration (FMCSA) is conducting a market survey to identify potential sources for an anticipated contract award. The purpose of this notice is to obtain information, for planning purposes, regarding the capability of qualified sources to perform the work described in the attached Statement of Work. This notice does not solicit proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the FMCSA will not provide reimbursement for any information that may be submitted in response to this sources sought/market research. Respondents are solely responsible for all expenses pertaining to a response to this sources sought/market research. Responding to this sources sought/market research will neither increase nor decrease a respondent's likelihood of being awarded a future contract. A response to this notice is strictly voluntary and will not affect any potential vendor's ability to submit a quote if a solicitation is released. The Government will not make an award on the basis of this notice. This RFI is intended to identify firms capable of performing the work requirement described in the U.S. Department of Transportation, Federal Motor Carrier Safety Administration (FMCSA), National Training Center (NTC) DRAFT Statement of Work (SOW) entitled, FMCSA National Training Center Administrative/Developmental Support. Interested parties who consider themselves qualified to perform the listed services are invited to submit a response to this notice. All requested information will be used as part of the government's Market Research effort to assist in the planning and development of an acquisition strategy and performance metrics for an eventual procurement of these services. Information submitted under this RFI will not be returned. In an effort to address any concerns and/or uncertainties with this requirement, the Government welcomes questions, comments, and feedback on this DRAFT Statement of Work. Comments may be used by the Contracting Officer to address issues in the SOW, and develop a final version of this document. Interested firms are invited to submit a technical capability statement. The technical capability statement shall describe the firm's ability and staffing resources to meet all of the government's requirements in the DRAFT Statement of Work. Interested firms shall specifically: (1) Identify related experience and expertise in training, methodologies, strategies, instructional systems, and training support services, (2) corporate experience; and (3) sufficient resources to meet the government's requirements. Your firm's capability statement shall include the DUNS number, confirm your firm's size standard and business classification for NAICS 611430, and also identify any GSA/GWAC contracts (Acquisition Gateway) your firm holds for which all the described services may be obtained. Firms shall submit a comprehensive package which includes its company name and address as well as the name of the responsible person to whom future communications should be addressed and their telephone number, and E-mail address. The comprehensive package has a 15-page limit. Any response to this notice and Draft SOW is due no later than the response date and time listed above. Responses shall only be submitted via email to Prattsie.Artis@dot.gov. Address: Services shall be conducted primarily on-site at the NTC facility located in Arlington, VA. The other places of performance for certain projects, including the Federal Academy training, may include occasional travel to locations throughout the continental United States.
