- Page 5 of 7 THIS IS A SOURCES SOUGHT NOTICE AND REQUEST FOR STANDARD FORM (SF) 330s ARCHITECT-ENGINEER (AE) QUALIFICATION PACKAGES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. ALL INFORMATION NEEDED TO SUBMIT SF 330 IS CONTAINED HEREIN. Project is Subject to Availability of Funds. Point of contact: Ana G. Alvarado, NCO 8, Construction Team 2, Contracting Officer Email: ana.alvarado@va.gov The Department of Veterans Affairs, VA Caribbean Healthcare System, NCO 8, San Juan, Puerto Rico is soliciting and intends to award a firm fixed-price contract for Architect/Engineering A/E Services for project 672-19-104, Replace Medical Gases Components. This request is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set Aside. All information needed to submit SF330 documents is contained herein. No solicitation package, technical information, or bidder/plan holder list will be issued. The AE Services listed herein is being procured in accordance with the Section of Architects and Engineers statue formerly known as the Brooks A/E Act (Public Law 92-582) as implemented in FAR 36.6 and VAAR 836.6. All submissions will be evaluated in accordance with the evaluation criteria identified in paragraph 2, Selection Criteria. Firms deemed to be the most highly qualified, after initial source selection, will be chosen for interviews. Firms will be selected based on demonstrated competence and qualifications for the required work as submitted. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future construction contracts based on those documents. To be eligible for consideration, the selected firm must be incompliance with Act 173 which requires that all Professional Engineers (PE) must be licensed in the Commonwealth of Puerto Rico. Failure of a prospective SDVOSB to be verified by the Center for Veterans Enterprise (CVE) at the time the SF330 is submitted shall result in elimination from consideration. All Joint Ventures (JV) must be CVE verified at time of submission and must submit agreements that comply with 13CFR 125.15 prior to contract award. In order to assure compliance with FAR Clauses 52.219-27 Notice of Service Disabled Veteran Owned Small Business Set-Aside, 52.219-14(b)(1) Limitations on Subcontracting and VAAR 852.219-10, VA Notice of Total Service-Disabled Veteran Owned Small Business Set-Aside, all firms submitting a SF330 for this Source Sought Notice are required to indicate what percentage of the cost of contract performance are to be expended on the concerns employees and in which discipline(s) and percentage of cost of contract percentage to be expended (and in what disciplines) by any other consultant/subcontracted or otherwise used small or large business entity(s). Any consultant, subcontractor, or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), small, large, etc.). Failure to provide this information will deem the firm s SF 330 submittal as nonresponsive and preclude further evaluation process. The North American Industrial Classification System (NAICS) for this procurement is 541330 Architectural Services and the annual small business size standard is $15M. The future project s construction estimate is: between $500,000 and $1,000,000. The AE services budget or Magnitude, including AE support services during the construction is: between $25,000 and $100,000. The period of performance for the completion of the construction documents is: 180 calendar days from the Notice to Proceed. SITE VISIT: An organized site visit is scheduled for April 23, 2019 at 10:30am (AST). Only one site visit will be conducted. Participants are to meet at VA Main Building, Project Section, Basement, Office number B13. REQUESTS FOR INFORMATION (RFI) ON THIS SOURCES SOUGHT NOTICE: All RFIs shall be submitted to ana.alvarado@va.gov. Phone inquiries will not be accepted. RFI s must be received no later than April 25, 219 @ 4PM. SUBMISSION CRITERIA/REQUIREMENTS: All submission criteria, requirements including due date & time for submission are identified in paragraph 3, Submission Criteria/Requirements. The anticipated award date of the proposed A/E contract for design is on or before August 17, 2019. PROJECT OVERVIEW: The A/E team (Contractor) shall provide all engineering design services to develop detailed schematic, design and construction bidding documents, construction cost estimates, construction phasing schedule, as-built drawings and all necessary construction period services for the project titled Replace Medical Gases Components at VACHS, San Juan, PR. Design services shall include: associated environmental documentation and permits, pre-design services such as facility assessments, development of design programs, schematic designs, required technical studies, construction documents, standards and required specifications, construction phasing schedule and provide necessary construction period services. This project contemplates providing engineering design services to retrofit and convert the Main Building medical gases station as the principal provider of Vacuum service for the whole facility (Main Building, Outpatient Addition (OPA) & South Bed Tower (SBT)) whereas vacuum stations on OPA and SBT will be retrofitted and converted to secondary units. The A/E will be responsible of performing a thorough assessment of the existing medical gases system (Main Building, OPA & SBT), including field measurements of demand loads to develop load profiles per building, and will develop a design to fulfill with the project intent. In addition, the A/E will incorporate in its design the following: Replacement of OPA s and South Bed Building vacuum pumps and storage tanks if permissible by current standards; Piping and instruments for vacuum main supply line from Main Building to OPA and South Bed Building; Replacement of two (2Ea) vacuum units and new synchronization software for Main Building Vacuum system; Control, monitoring and alarm systems upgrade for the whole facility (Main Building, OPA & SBT); Upgrade connection to Graphic Control; A control system will be provided to operate the secondary medical gases systems in OPA and SBT periodically if permissible by current standards. The A/E firm shall provide the design in accordance with applicable VA codes, standards and specifications, provide start-up, commissioning, and pre-energization testing, and structural / civil design shall be provided by the A/E firm to place all equipment, electrical and mechanical components associated with the Replacement of Medical Gases Components. A/E shall perform all necessary calculation on existing electrical utilities, mechanical systems and/or structural flooring frames to ensure that all new equipment and/or systems to be installed with this construction project perfectly matches and can be supported by the existing systems. Provide computations and sizing calculations for electrical, mechanical (HVAC, plumbing) sanitary, structural, and fire protection designs as required. For computerized calculations, submit complete and clear documentation of computer programs, interpretation of input/output, and description of program procedures. All work will be performed in coordination with the VACHS Project Manager; hold informal meetings (upon mutual consent of the VA and the A/E) at the VAMC to discuss the design and related issues. Continue to expand contacts by telephone, rough sketch studies and other means of communication with the purpose of finalizing a general design approach to be followed. A/E shall provide all meeting minutes. A/E shall conduct coordination meetings between A/E technical disciplines before submitting material for each VA review and provide minutes of the meetings to VAMC. The A/E must to consider energy conservation, pollution prevention, and waste reduction to the maximum extent practicable in developing the construction design specifications. Where Asbestos Abatement is required, show the location of the asbestos material on the architectural drawings. Asbestos specifications and asbestos removal drawings are to be prepared by the A/E, as part of this contract. A/E shall clearly advise the presence of asbestos material within the areas of his proposed renovations; and also provide special notes and/or instructions (on the drawings) for the proper completion of the asbestos abatement work required. Refer to: http://vaww.va.gov/facmgt/standard/asbestos.asp The design of this project is to be developed in compliance with the latest and most current VA Design Criteria with particular attention to VA Design Manuals (PG-18-8) and VA Seismic Design Handbook (H-18-8); National Fire Code (NFC); National Fire Protection Association (NFPA) Standards and Life Safety Code; International Building Code (IBC); Occupational Safety and Health Administration Standards (OSHA); American Society of Heating Refrigerating and Air-Conditioning Engineers (ASHRAE); Environmental Protection Agency (EPA) requirements; EQB, NEC, ASME and any other applicable Local and Federal Standards and Regulations. All submittals shall be in accordance with VA s Program Guide PG-18-15, Volume C- A/E Design Submission Instructions for Minor and NRM Construction Program Medical Center Projects. A/E FIRM SELECTION: Firms responding to this announcement by submitting a qualifying SF 330, before closing date and time will be considered for initial selection evaluation. Following initial evaluation of SF 330s received, firms that are considered the mostly highly qualified to provide the type of services required will be selected for interviews/discussions/negotiations. Selected firms will be notified by telephone or email of selection and provided further instructions. Selection and evaluation of firms shall be made based on SF 330 submissions and direct responses to the selection criteria identified herein. Failure to address all selection criteria will result in a decreased rating. SF 330s will be evaluated to determine the most highly qualified firm based on the criteria responses. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and Contracting Officer (CO) knowledge of current project performance. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. All projects identified on the SF 330 must be completed by the office/branch/individual team member performing the work under this contract. SELECTION CRITERIA: The evaluation for this acquisition is subjective based on what is submitted and how it is interpreted by the evaluation team. It is incumbent on the firm to articulate their understanding of the SOW using the factors below. Selection and evaluations shall be conducted without discussions, where possible. Selection will be based on the following criteria which are provided in descending order of importance. OUTSTANDING EXCELLENT SATISFACTORY MARGINAL POOR NO PAST PERFORMANCE= NEUTRAL FACTOR/CRITERIA/ELEMENT TECHNICAL NARRATIVE NO MORE THAN 15 TOTAL PAGES (inclusive for all factors 1 to 4 below). FACTOR 1 - PROFESSIONAL QUALIFICATIONS A/E shall provide Team Professional Qualifications of all the key personnel included to work in this project for satisfactory performance of required services for this task order. Include an organizational chart. Such personnel must have experience in projects similar to this one. The project architect or engineer of record must be licensed to practice in the Commonwealth of Puerto Rico under local law requirements. Submit copy of valid professional Engineer or Architect license. FACTOR 2 - SPECIALIZED EXPERIENCE Relevant experience and technical competence as it applies to the scope of this work, in addition to experience in the geographical area of the project and knowledge of the locality. The offeror must have a proved experience of at least five years (5 yrs.) designing projects similar to this one. Submit a list of the previous projects. The list must include: project name, location, brief description, responsibilities, contracting method and Owner (name, valid email and telephone number of POC). FACTOR 3 - SCHEDULE AND CAPACITY Describe your approach and ability to meet the proposed schedule including to include the capacity of key personnel available and dedicated to completing the project, within mandated time. FACTOR 4 RELEVENT PAST PERFORMACE Submit client references for any project listed in Factor 2. Government also reserves the right to evaluate past performance on previously awarded contract, task order and other information that may be available. SUBMISSION CRITERIA/REQUIREMENTS: Interested firms having the capability to perform this work must submit: ONE (1) ELECTRONIC SF 330, including Parts I and II, and attachments (if any) electronically to ana.alvarado@va.gov no later than 3:30 PM, Atlantic Standard Time (AST) on May 23, 2019. All SF 330 submissions shall be clearly indicated in subject line, displaying the RFP number and project title (abbreviated and shortened is okay), Size limits of emails are limited to 5MB. If more than one email is sent, please number emails in Subject line as 1 of 2, 2 of 2 etc. SF 330 submissions received after 3:30pm (AST), May 23, 2019 will not be considered and will be handled IAW FAR 15.208(b).
