Description
SYNOPSIS: INTRODUCTION: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought Notice is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a market survey and is seeking potential sources to conduct investigation into and propose modernization and/or replacement of elevators 1, 2, 3 & 4 within Buildings 1 & 38 of the Marion Veterans Affairs Medical Center (VAMC). This is a DESIGN project. PROJECT DESCRIPTION: This effort will be a design project that shall perform a preliminary review and propose modernization and/or replacement of elevators 1, 2, 3 & 4 within Buildings 1 & 38. Elevators 1 and 2 are located in Building 1 while elevators 3 and 4 are located in Building 38. An investigation shall be undertaken to assess the condition of the existing elevator systems. The results of the investigation shall then be compared against all current, applicable codes to determine system deficiencies. Correcting these code deficiencies will be the primary focus of the project. Design of all new elevator systems shall be in accordance with the VA Elevator Design Manual as well as all current, applicable state, local and federal codes for healthcare elevator systems. Include redundancies, where applicable. This project will pay attention to the modernization or replacement of 4 elevator systems, shafts, cabs, controls, power requirements, machine room HVAC system and controls, life/fire safety and accessibility requirements. The A/E shall make investigations necessary to thoroughly evaluate the area. All designs shall be in accordance with A/E Submission Instructions for Minor and NRM Construction Program, Program Guide PG-18-15, Volume C. Upon completion of initial field survey and assessment, provide a comprehensive report of existing conditions and findings to Marion VAMC engineering service. Report will include initial cost estimate for all work included Modernization/Replacement Elevators 1, 2, 3 & 4 project. This report will be considered the Design Narrative. The A/E (Architect/Engineer) process is divided into two contract portions: Design Development (DD) and Construction Documents (CD). The preliminary site survey work (such as verifying as-built drawings, field investigations, and analyzing utility systems for compliance) shall be accomplished in conjunction with the review of the 2019 report; work that is required prior to any design development. Design Development (DD) will involve feasibility studies, seismic analysis through models and calculations, an expert review by third party, assessment of utility systems and impact to existing systems and medical center operations, infection control assessment during construction, detailed construction estimate, and construction schedule. Construction Documents (CD) will include recommendations, structural requirements, utility modifications, VA accessibility requirements, patient and staff flow, existing affected finishes and spaces, safety code compliance, infection control assessment recommendations, signage and applicable design guides, scheduling, phasing, and specifications.   Construction will be phased to minimize disruptions to the operations of the Medical Center.   The design shall ensure compliance with current VA standards and all other applicable codes and criteria.   Value engineering is encouraged and shall be noted at each design review.   Submissions and estimates are expected at the DD1, DD2, CD1, and CD2 design stages PROCUREMENT INFORMATION: The proposed project will be a competitive, firm-fixed-price contract utilizing the design approach outlined in FAR Part 36 Construction and Architect-Engineer Contracts Procedures along with the Brooks Act. This project is planned for advertising in 2019. The North American Industry Classification System (NAICS) code 541310 (size standard $7.5 million) applies to this procurement. The duration of the study is currently estimated at 182 calendar days from the issuance of a Notice to Proceed. The design is dependent on the results of the study and will not be procured until the study is completed. However, the results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement in the following information: Section 1: Provide company name, DUNS number, company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 541310. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). Section 3: Provide a Statement of Interest in the project. Section 4: Provide the type of work your company has performed in the past in support of the same or similar requirement. It is requested that interested contractors submit a response (electronic submission) of no more than 4 single sided pages that addresses the above information. This response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 4MB in size. Please note that hard copies will not be accepted. Responses shall be submitted via email to the primary point of contact listed below by April 30, 2019 at 10:00 AM ET. No phone calls will be accepted. The Capabilities Statement submitted in response to this Sources Sought shall not be considered to be a bid or proposal. This notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. No evaluation letters and/or results will be issued to the respondents. After completing its analyses, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business. At this time, no solicitation exists. If a solicitation is released it will be synopsized on FedBizOpps at https://www.fbo.gov.
