- This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services, but for planning purposes only. This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. Responses to this RFI will be used by the United States Special Operations Command (USSOCOM) Special Operations Force Acquisition, Technology, and Logistics (SOF AT&L), the Program Executive Office - Special Reconnaissance, Surveillance and Exploitation (PEO - SRSE), specifically the Program Manager - Sensitive Site Exploitation (PM-SSE) to identify potential commercial off-the-shelf technologies for participation in the evaluation of mass biometrics enrollment including the collection and on-board storage of a subject's facial photograph, iris, and fingerprints. The capability/methodology should include the potential for the transfer of the information in a DoD Electronic Biometric Transaction (EBTS) file format to an onboard or centralized government database. A Limited User Assessment is tentatively scheduled for July 2019 in Tampa, FL. All hardware/equipment submitted for the evaluation shall be production models and capable of performing specific core missions tasks conducted by Special Operations Forces in a non-tactical environment for biometric collection and identification of personnel. While un-released commercial devices that meet the majority of the capabilities listed in Attachment 1 are allowed, the expectation is that all devices will be final product versions, easy to produce and cost compatible with existing devices fielded to SOF and meet the capabilities detailed in the Attachment 1 Evaluation Criteria / Requirements and Use Case Scenario.
