Description
SYNOPSIS Piano 5 Annual Software Maintenance The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase annual software maintenance for Piano 5 Fuel Burn Database of Worldwide Commercial Aircraft Fleet. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to Lissys LTD. EPA has identified Lissys LTD as the only contractor able to meet the requirements of this acquisition. The EPA Assessment and Standards Division (ASD) requires continued use of Lissys LTD software to support of establishing and developing aircraft jet engine particulate matter (PM) emission standards. Piano 5 is a trademarked software program already utilized by ASD engineers, which has supported the establishment and development of aircraft jet engine emissions standards. PIANO is the only product that provides physics based aircraft and aircraft engine performance models and databases. PIANO is utilized by U.S., U.K. and other government agencies and their contractors to calculate fuel burn of current and future aircraft and aircraft engines, and it is important that we continue to have access to the most up-to-date aircraft and aircraft engine performance information for domestic rules and deliberations at CAEP-related meetings. This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
