- SYNOPSIS Carbon Aerosol Particulate Analysis Instrument Upgrade The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase a Sunset Laboratory carbon aerosol particulate analysis instrument upgrade to include an automated filter handler with a capacity for 36 filters. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to Sunset Laboratory, Inc. EPA has identified Sunset Laboratory, Inc., as the only contractor able to meet the requirements of this acquisition. The EPA Assessment and Standards Division (ASD) has a requirement to install a new automated filter handler along with any instrument upgrades needed for the installation. Specifically, the EPA requires the installation of an automated filter handling system for up to 36 filters on the EPA ™s Carbon Aerosol Particulate Analysis Instrument, Model 4L, Serial Number: 162-2. The upgrade shall include all ancillary equipment that this additional automated filter handler needs to operate with the current instrument. The installation will be made in the current rack mountable instrument enclosure. Sunset Laboratory, Inc. is the OEM of this particulate analysis instrument and has intellectual property rights to the specific design of this instrument. The EPA has identified that this service to upgrade the instrument with an automated filter handler cannot be performed by any other equipment manufacturer or reseller and can only be performed by Sunset Laboratory, Inc. This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
