- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Washington Metropolitan Area Transit Authority (WMATA), under the authority of FAR Part 6.302-1 to provide maintenance support services to the existing Headquarters Transit Subsidy Program services. WMATA currently provides transportation for EPA employees within the Washington, DC Metropolitan area utilizing WMATA ¿s SmartBenefit ¿s program that provides the SmarTrip card which is accepted by Metrorail and local bus system fares. WMATA is a tri-jurisdictional government agency that operates transit service in the Washington Metropolitan area and is the only transit authority in the area that can provide comprehensive transit service required. They also provide rapid transit service under the Metrorail brand, fixed-route bus service under the Metrobus brand, and paratransit service under the MetroAccess brand. This service also includes electronic loading of the monetary transit subsidy benefits under the SmartBenefits program to EPA employees ¿ SmarTrip cards monthly under the Autoload Program and issuing SmarTrip transit cards the employees use to receive their Transit Subsidy Benefit. This requirement will utilize FAR Parts 12 and 15, Commercial and Contracting by Negotiation. The North American Industry Classification System (NAICS) code is 485111 Mixed Mode Transit Systems (e.g., bus, commuter rail, subway combinations) with a small business size of $15,000,000.00. The anticipated Period of Performance will be a 12-month base period with four (4) twelve, (12) month option periods for a total potential of five (5) years. WMATA is the only known source able to satisfy this requirement to provide service and transportation to the Washington Metropolitan area. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting EPA ¿s requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contract Specialist within 15 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price contract based upon the responses received to this notice is solely within the discretion of the Government.
