Description

DEPARTMENT OF VETERANS AFFAIRS NETWORK CONTRACTING OFFICE 10 Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for quotations or quote abstracts. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background: The Dayton VA Medical Center, P&LMS, is pursuing the acquisition of one (1) brand new Osmometer analyzer for patient testing. The current primary Advanced Instruments Osmometer 3320 is outdated and irreparable, and no longer serviceable. Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS Code: 339112 and business size standard is 1,000 employees. NOTE: Respondent claiming SDVOSB and VOSB status must be registered and CVE verified in Vetbiz Registry at https://www.vip.vetbiz.va.gov/. Requirements: The single sample osmometer shall meet the following technical characteristics: Test shall be FDA approved for clinical use. Methodology: Freezing Point Depression Appropriate (minimum of 2 levels) serum and urine controls shall be available 2 Levels of Standards (Low and High) shall be available 1 Reference Solution shall be available Test analysis time of 1 minute or less per sample Linearity: +/- 1% Standard Deviation: 0.5% when result is 400-2000 mOsm/kg H2O Reportable Range: 0-2000 mOsm/kg H2O Sample Volume: 50 microliters or less. Units of Measurement: mOsm/kg H2O Resolution: 1 mOsm/kg H2O Shall be able to print results and use a scanner to scan barcode label Electrical voltage 100-240 VAC Power: 60W Dimensions: Benchtop analyzer shall sit on counter measuring 30 deep or less. Weight of instrument shall be <30 lbs. Instrument shall be able to connect to LIS system. Products shall be new, not refurbished, used, or gray-market type. If vendor has another device meeting similar specs and features to the already given brands/models, please submit appropriate documentation for review. The information identified above is intended to be descriptive, not restrictive, and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. If you are interested and are capable of providing the sought-out supplies, please provide the requested information as well as the information indicated below. (5) If you re a small business and you are an authorized distributor/reseller for the items identified above or an equivalent solution, do you alter; assemble; modify; the items requested in any way? If you do, state how and what is altered; assembled; modified? (6) Does your company have an FSS contract with GSA or the NAC or are you a contract holder with NASA SEWP or any other federal contract? If so, please provide the contract number. (7) If you are an FSS GSA/NAC or NASA SEWP contract holder or other federal contract holder, are the items/solution you are providing information for available on your schedule/contract? (8) Please submit your capabilities in regard to the technical characteristics being provided and any information pertaining to equal to items to establish capabilities for planning purposes? (9) Please review salient characteristics/statement of work (if applicable) and provide feedback or suggestions. If none, please reply as N/A. (10) Please provide your DUNS number. *** Submissions addressing Section (8) should show clear, compelling and convincing*** evidence that all equal to items" meet all the salient characteristics.
