Description
The Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Pearl Harbor is issuing this sources sought notice as a means of conducting market research to identify parties having the resources to support the following requirements: Naval Facilities Engineering Command (NAVFAC) Hawaii requires a Polymer-Modified Pavement Sealer (PMM) to protect and seal asphalt pavements (i.e. parking lots, driveways, roads) throughout Joint Base Pearl Harbor (JBPHH) and outlying areas including but not limited to Pearl Harbor Naval Shipyard (PHNSY), Barbers Point, West Loch Naval Ammunition Depot, Lualualei U.S. Naval Magazine, Kaneohe Marine Corps Base and any other NAVFAC affiliate location in the State of Hawaii. Under a proposed Indefinite Delivery, Indefinite Quantity (IDIQ) contract, the contractor will be required to furnish and provide Polymer-Modified Pavement Sealer deliveries in quantities of no less than 2,000 gallons and a maximum of 3,400 gallons per delivery order. The delivery of the pavement sealer must be in a single container with an included onboard pumping mechanism for Government pavement center personnel to pump the pavement sealer from the delivered tank into a Government owned Payner Pavement Saver II machine and an additional skid mounted storage tank. The deliveries shall be made within five (5) working days after the date of individual order placed by an authorized ordering officer(s). Ordering officer(s) will make every effort to place orders with greater than five working days of lead time for plant and delivery scheduling purposes. In rare circumstances the needs of the Government may require a shorter time frame for delivery, in those rare instances close coordination with the contractor will take place in an effort to minimize operational disruptions for the contractor. Inspections and acceptance of the delivered items shall be made by NAVFAC HI at the destination of the order. Orders shall be FOB destination. For pick up orders, the contractor should be capable of producing Polymer-Modified Pavement Sealer to be picked up by government personnel within three (3) hours of each order placed. Ordering hours are between 0700 to 1530 Monday through Saturday except for federal holidays. Locations for delivery will require secured base access; the contractor must have delivery capability and secured base access, or the ability to obtain secure base access. The results of this market research will assist in determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 324121 “Asphalt Paving Mixture and Block Manufacturing. The SBA size standard for this NAICS code is 500 employees. Companies with up to 500 employees will be considered as a small business under this acquisition. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is voluntary; the government assumes no financial responsibility for any costs incurred. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION PROCEDURES.
