Description
U.S. Army Combat Capabilities Development Command (CCDC) Chemical Biological Center, Rock Island, IL, on behalf of the Office of the Secretary of Defense, Office of the Deputy Assistant Secretary of Defense for Industrial Policy via its Manufacturing Resiliency and Assurance Office, and Industrial Base Analysis and Sustainment Program (10 U.S.C. § 2508), in conjunction with Army Contracting Command - Rock Island (ACC-RI), manages the Cornerstone Other Transaction Agreement (OTA), in accordance with 10 U.S.C. § 2371b. Cornerstone was created to "Assess and Strengthen the Manufacturing Defense Industrial Base and Supply Chain Resiliency of the United States." ACC-RI, on behalf of CCDC Chemical Biological Center, and Project Manager Combat Ammunition Systems, Picatinny Arsenal intends to issue a competitive Cornerstone Initiative Request (CIR) for the XM1128, a 155mm high explosive (HE) extended-range (ER), on or after 26 April 2019, with an estimated closing date of 10 business days after issuance. The CIR for the XM1128 is restricted to Cornerstone consortium members. The objective of this effort is to develop a repeatable and reliable process for high explosive loading, x-ray inspection and final projectile assembly of the 155mm XM1128 HE ER base bleed projectiles that meets the acceptance criteria requirements outlined in the draft XM1128 Load, Assemble, and Pack (LAP) specification, MIL-DTL-NS-XM1128-LAP. This consists of two major processes: the explosive loading operation and the final assembly operation. The explosive loading operation will be developed by performing a series of test pours before scaling up to full scale pours that mimic the quantities produced in M795 production. For the final assembly operation, the contractor must demonstrate the ability to properly control the environment where the process is located and produce a repeatable projectile assembly, which includes installing the base bleed assembly into the projectile metal parts. The final projectiles will then be packaged and palletized. Final, accepted projectiles will be packed per the packing drawing for shipping to the test facility. Period of performance is estimated to be 36 months. If the prototype is successful, it is possible to award a follow-on production contract. The CIR for XM1128 will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the Cornerstone consortium membership process to receive the CIR and for their submitted proposal to be reviewed for consideration. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
