- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Business Source Premiere Subscription FBO Notice: 36C77619Q0093 The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract Business Source Premier Subscription. This is an annual subscription in which the period of performance is July 1, 2019 to June 30, 2020, with four (4) yearly optional extensions to be exercised at the discretion of the government. The VA intends to solicit and negotiate with EBSCOE Information Services, 1151 Broad Street, Suite 212, Shrewsbury, NJ, 07702. The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), requires an existing, off-the-shelf, web-based subscription to Business Source Premier, for the VA Central Office (VACO) Library. The database is used to answer research questions received by VACO library staff and are also available to VACO employees who want to do their own research. Business Source Premier contains the copyrighted, intellectual property of EBSCO. EBSCO aggregates source material from third-party publishers and creates associated abstracts and indexes for such material to create the Business Source Premier database. The database is a derivative work as defined under the Copyright Act of 1976, Title 17 U.S.C., and is subject to copyright protection. EBSCO is the sole source provider of the proprietary Business Source Premier database. The overall content offered in the database represents a unique collection of material not available in this form from other vendors. EBSCO does not license the database to other distributors. Business Source Premier is an invaluable, and incomparable research and reference tool for VACO Library staff and employees, allowing the VA to stay attuned to the issues impacting the VA from a business perspective. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
