- The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Mirion Technologies (Canberra), under the authority of FAR Part 13.106-1(b)(1)(i) to provide an Alpha and Beta Nuclear Particle Counter with (8)-2.25-inch detectors and (2)-5-inch detectors. This procurement consists of procuring, delivery and installing of the Mirion Technologies (Canberra) Alpha and Beta Nuclear Particle Counter with (8)-2.25-inch detectors and (2)-5-inch detectors to be installed on a semi-tractor trailer laboratory because this is the only known instrument that meets the required minimum specifications. The EPA requires a multiple detector, multiple drawer, simultaneous alpha and beta particle radiation, gas proportional counting system with Apex Alpha/Beta software for instrument control, quality control, data reports and interfaces with existing Laboratory Information Management System (LIMS) to replace a gas proportional counter (Model 4100 from Mirion/Canberra) that has reached the end of its service life. This analytical instrument is composed of multiple radiation detectors that's operation is controlled by proprietary software that also analyzes the output of the detectors. In addition to the instrument that is being replaced, the proprietary software is used to operate additional instruments of the same function. These additional instruments are also Mirion/Canberra instruments. The single application software is specifically written to control a variety of instruments used for the analysis of alpha and beta particle radiation. The minimum specifications are as follows: 1. Instrument shall operate on 110V. 2. Instrument shall be capable of being mounted in a trailer pulled by a semi-tractor. Components must be ruggedized or mounted such to not be affected by normal forces found during vehicle operation (acceleration, breaking, turns, and common road surface irregularities (potholes, rumble strips, expansion joints). Instrument will NOT be operating when moving. 3. Instrument shall be able to be fixed mounted into a semi-truck based trailer. 4. Instrument shall be a multi-drawer system consisting of drawers with 5" detectors and drawers with multiple 2.25" detectors. 5. Instrument shall have multiple controllers to allow each drawer to operate independently of the other drawers. 6. Instrument shall connect to a PC with USB 2.0 or greater. 7. Instrument should be able to operate and control a Canberra LB5500 with or without modification to hardware. 8. All detectors shall be low level detectors with a guard detector or a method of eliminating cosmic and gamma interference. 9. The existing system is a gas proportional counter utilizing P-10 gas. Detectors are not limited to gas proportional detectors, but P-10 gas will remain available. 10. If a gas proportional system is utilized detector windows must be 80-100 µg/cm2 11. The system shall have a product service life of ten years or greater from the date of procurement. Refurbished or remanufactured instruments are not acceptable. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing, with a small business standard size of 1,000 employees. Mirion Technologies (Canberra) is the only known source able to satisfy this requirement to provide Alpha and Beta Nuclear Particle Counter with (8)-2.25-inch detectors and (2)-5inch detectors. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting EPA ¿s requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer within 15 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price purchase based upon the responses received to this notice is solely within the discretion of the Government.
