- THIS IS A SOURCES SOUGHT NOTICE REPRESENTING MARKET RESEARCH ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS, INVITATION FOR BIDS, OR REQUEST FOR PROPOSALS. NO CONTRACT AWARD WILL RESULT FROM THIS SOURCES SOUGHT NOTICE. The National Institutes of Health (NIH), Office of Research Facilities is conducting market research to determine the availability of qualified and capable Architect Engineering (AE) firms to provide architect and engineering services related to the remediation of real property (e.g. maintenance, repair, minor construction) as well as new construction. The specific areas include, but are not limited to, mechanical, plumbing, structural, electrical, HVAC, architectural, civil, instrumentation, security, and safety. All work is expected to be performed at the Research Triangle Park, NC campus. It is the Government's intention to award one single award Indefinite Delivery Indefinite Quantity (IDIQ) contract for professional Architect Engineering (A/E) services, procured in accordance with the Brooks A/E Act (Public Law 92-582, as implemented in Federal Acquisition Regulation (FAR) Part 36.6.). The North American industry Classification System (NAICS) Code is 541330 and the business size standard is $15.0 million dollars. Any small business prime contractor will be required to meet the requirements of FAR Clause 52.219-14, Limitations on Subcontracting, in that "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." Capability Statements provided by small businesses shall demonstrate how they plan to meet this requirement. If it does not address this, the Government will make the determination that your firm cannot meet this requirement for market research purposes. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: (1) A copy of a SF 330 - Part II, (2) current in-house capability and capacity to perform the requirements of FAR 52.219-14 if the firm is a small business, (3) detailed description and dollar amount (design and construction) for at least three (3) prior completed projects utilizing the specific areas addressed above, and (4) any other applicable/related information that would help determine the firm's capability to perform the requirements of the contract. The Capability Statement is limited to 10 pages in size. Interested vendors capable of furnishing the Government with the services specified in this Sources Sought notice should submit their Capability Statement to the e-mail address below. Capability Statements are due by close of business on May 3, 2019. The Capability Statement must reference Sources Sought Number NIH-2019-NC-AE in the subject of the email. All responsible sources may submit a Capability Statement. Those Capability Statements received by the date identified above will be considered by the agency. Capability Statements must be submitted via e-mail only to daniel.burk@nih.gov. Faxed or postal mailed copies will not be accepted. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
