- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. The intended Contractor is California Association of Long Term Care Medicine (CALTCM) located at 10945 Le Conte Avenue Suite 2339, Los Angeles, CA 90095-3000; Phone: (808) 741-7300. The Government hereby submits a notice of intent to award a sole source action to California Association of Long Term Care Medicine (CALTCM) for registration fees/tuition for 25 VA staff clinicians who are working in primary care to attend in the Geriatric Conference: Leadership and Management Geriatrics (LMG). The conference date is August 2 and 3, 2019 with early registration open now. The Greater Los Angeles (GLA) Geriatric Research Education and Clinical Center (GRECC) has a robust program of education including activities which focus on continuous professional development of the Veterans Affair (VA) clinical workforce through national programs such as the VA Geriatric Scholars Program and local/regional accredited programs to the VA, Indian Health Service or Tribal Health Programs and the community. Training stipends in geriatrics are offered through the VA Office of Academic Affiliations. GRECC professional staff direct both the VA/UCLA Geriatric Medicine fellowship and the VA Greater LA Advanced Geriatrics fellowship programs and participate in other educational partnerships, such as the Health Resources and Service Administration (HRSA)-funded Geriatric Enhancement Workforce Programs. About 1000 VA clinicians are enrolled in the Geriatric Scholars Program at this time; those who are eligible as Advanced Scholars are notified of opportunities to participate in the Leadership and Management elective offered by the California Association of Long Term Care Medicine (CALTCM). Early registration is completed by the Geriatric Scholars Program Hubsite months in advance. Therefore, the contract we will be awarding to CAL TCM is to pay the registration fees/tuition for the selected Scholars to attend this conference. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 05/01/2019. CALTCM conference date is set to August 2 and 3, 2019. Total estimated value for 25 VA staff clinicians attending this conference is $32,375.00. The North American Industry Classification System (NAICS) for this requirement is, 611430 Continuing education seminars or conferences. Product of Service Code for this requirement is U005 Education/Training Registration/Membership Fees. The Small Business Administration (SBA) size standard for this sector is $11.0 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
