- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Carleton Life Support Systems Inc., (DBA Cobham Mission System), Davenport IA, for the procurement of the O2N2 Concentrator Test Set, Cobham Part Number 3300204-6102 (NSN 4920-01-567-6503) for the V-22 Program. This Test Set is required for intermediate level of maintenance for the O2N2 Concentrator. The Test Set will validate various performance and functional parameters on the Concentrator. Cobham Mission System is the original equipment manufacturer for both the Test Set and the Concentrator used for the V-22 Aircraft. As such, the Cobham Test Set, P/N 3300204-6102, was specifically developed to interface with the Cobham O2N2 Concentrator, P/N 3261129-0102. It is only Test Set approved by the Navy to test this Concentrator. The Government does not own the current data drawings or other specification to permit full and open competition of the O2N2 Concentrator Test Set. A three-year Indefinite Delivery Indefinite Quantity (IDIQ) firm priced contract is anticipated with a maximum ordering quantity of ten (10). Foreign military sales are anticipated to be included in this quantity. Delivery will be f.o.b. destination for domestic quantities to the Naval Air Warfare Center Aircraft Division Lakehurst NJ and f.o.b. origin for FMS quantities. The Government intends to procure this requirement under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
