Description
The U.S. Bureau of Reclamation (BOR), Upper Colorado Region (UCR) has a requirement to inspect the structural weld integrity on the Unit 1 Rotor at the Glen Canyon Field Division (GCFD) located in Page, Arizona. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 12- Acquisition of Commercial Items in conjunction with Part 13- Simplified Acquisition Procedures, as a 100% small business set aside. The BOR intends to issue a competitive solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4019Q0028 is anticipated for late April of 2019. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. BACKGROUND & SPECIFICATION OVERVIEW: Glen Canyon has a need to have Nondestructive Examination (NDE) services to inspect the welds along the spider arms of the Unit 1 Rotor. This inspection will assist the BOR in comprising a weld repair plan and to assure there are no other issues or concerns beyond the fatigue welded areas. The Contractor shall perform two separate examinations on the spider arms of the Unit 1 Rotor. The method of NDE to be used for the first test shall be Phased Array Ultrasonic Testing (PAUT), to assure there is no additional fatigue and/or stress in the beam structure itself. The second test is to include an efficient method of NDE for weld repairs. The contractor shall provide a complete report on both inspections to the BOR. For weld acceptance criteria, code requirements will need to fall within AWS D1.1 Structural Welding Code “ Steel. Contractors shall be certified in nondestructive examinations and phased array ultrasonic testing (PAUT) in accordance with the recommended practices of SNT-TC-1A set forth by the American Society for Nondestructive Testing (ASNT). Level III certification is required for the onsite supervising technician. This documentation shall be provided to show the contractor ™s technical capability. NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project is 541380 Testing Laboratories, with a small business size standard of no more than $15 million.
